I have had this listed for a long time & it won't sell at any price & should for more than the current $8.00 price.
I have raised & lowered the price many times to try to get it to sell. It's Summer & A Straw Hat should sell easily.

I Added You To My Blocked Buyer List So You Will Be Prevented From Buying Anything From Me.

What are you getting at?

I would also suggest selling locally at a flea market maybe
Maybe consider having a yard sale if you are open to that and are well located for yard
seller traffic.
You might be able to sell some of those items that are not worth listing or too large/heavy to ship
So far no one has purchased for $800 + Ship ($13+ for me) I can see someone picking it up locally for a few dollars on a hot day while running weekend errands
Good Luck to you

Anyone who hides their feedback is hiding more than just that. I would never trust anyone that does that.

Yes, your policies are in violation, as has already been poined out to you, in detail.
Yes, I did look and "Size M-L" tells me nothing about the actual size. No two manufacturers have the same definittion of "M-L".
Yes, you can do something about shipping costs by choosing something other than UPS Ground.

There are many Sellers that don't don't accept returns & you have been a member long enough to know there was a time when it was not necessary for a Buyer to Return anything because they were buying a Collectible from Collectors. I am a Old Style Seller that is selling items from my home that My Parents & Their Parents owned. I Am Not A Retail Seller At All.

And Exactly What Do You Mean By This. "I think that's pretty much it right there..."

Because Priority Mail Was Alot More Costly. " Why ship a hat by UPS??"

@annadryl's response is to your listing copy, ""Look Closely At The Images. It Is The Best Way To Determine The Item's Size And Condition."
Looking at the photos might give the buyer an idea of the condition, but won't give the buyer any help with size.

Priority Mail is flat rate. UPS ground, as others have already pointed out, varies and can be far more costly to the buyer, depending upon the buyer's address. You said the "UPS Shipping is $11.88" but that's not right, because it depends on dstinaation. For me, it would be $13.43 and for others, as they've posted, far more than that.

$21.61 for a used straw hat? I can buy the same at Job Lots for less than $10. Not that I would buy anyway. Sorry.

You might want to update your listings as you can NOT require your buyers to pay you via PayPal only anymore.
Also in your listing set up you can REQUIRE immediate payment. The option doesn't cost you anything. To state you require immediate payment but not have your listing set up to require immediate payment is something you can't enforce.

Hi, some people are hinky about wearing someone else’s used hat. And there are those who get creeped out thinking about wearing anything from a deceased person. Rather than emphasize these two points, you might consider removing the blurb in the description that states it’s from your antecedent’s estates. It is not a selling point for this particular item.
There are some terms in your description that violate eBay policy. If noted, that can cause one’s listings to drop in Search results.
1) Unless Immediate Payment Required is checked on the listing form, eBay allows all buyers 4 days to remit. One cannot override this policy by stating buyers must remit immediately. (Since Best Offer voids the IPR setting, if you accept a best offer, the buyer has 4 days to remit.) See link below.
“Buyers must pay for the items they purchase on eBay within 4 calendar days...”
https://www.ebay.com/help/policies/payment-policies/unpaid-item-policy?id=4271
2) A seller cannot restrict the buyer’s choice of payment methods to only PayPal.
“When you create a listing, we’ll automatically add credit card, debit card, Apple Pay, Google Pay, and PayPal as payment options at checkout...”
https://www.ebay.com/help/selling/listings/choosing-get-paid/accepting-other-payment-methods?id=4184
I’ve run out of time here but there are other terms in your listing that are not enforceable and needlessly restrictive. While it can pay for a seller to be cautious, the chances of someone ripping you off for this inexpensive used hat are nearly non-existent. Those terms serve little purpose then, save for chasing buyers off.

This is true, lots of sellers do No Returns especially in clothing / fashions and collectibles. But keep in mind that a no return policy does not mean you won't refund a buyer.
The return policies options are as follows.
With option number 1, No Returns the seller can completely deny taking a return for a Buyer's Remorse Return Request, if the buyer properly filed the claim. Or if they want to they can accept the return and have the buyer pay the return shipping. If the seller so chooses they can withhold the original shipping if it was separately stated on the listing [not free shipping] when it is time to refund the buyer.
On options 2 & 3 the buyer is responsible for the return shipping on a Buyer's Remorse Return. Plus if the seller so chooses they can withhold the original shipping if it was separately stated on the listing [not free shipping] when it is time to refund the buyer. As of October 1st 2019, sellers that are TRS have some additional protections as well as they can issue partial refunds if they options 2 or 3 as their return policy.
On options 4 & 5 above, they are also known as Free Returns. If a seller that has either of those policies they will pay the return shipping even on a buyer's remorse return. A seller can withhold the original shipping value from the refund if the shipping was separately stated in the listing [not free shipping]. Also Seller’s offering options 4 or 5 have the ability to do partial refunds in certain cases if the item arrives back damaged, missing something or in a condition less than what it was sent to the buyer in, see the policy for more details, the link is below. In the cases where a deduction in the refund is taken due to damage or other authorized reasons for a partial refund, Ebay will protect the seller from negative or neutral feedback.
ALL OPTIONS [1, 2, 3, 4 and 5] are required to process SNAD claims without exception. Even if they are improperly filed and should have been a Buyer’s Remorse claim.
All return policies by sellers must meet or exceed what is stated in the Money Back Guarantee Policy!
14 day return policies are allowed in certain categories: Jewelry & Watches, Collectibles & Art, Cameras & Photo and Medical, Mobility & Disability Equipment.
For those with Free Return and/or TRS members with 30 day return policies, there are some added protection benefits, one of which is the ability to do a discounted refund under certain conditions.

While the information you provided is excellent I do think it is unfair to tell the OP that they are violating policy. They are not. They just state some things in their listing that they can not enforce. There is NO policy that says you can't tell buyers to pay you immediately. And the PayPal stuff is likely leftover from before the OP went into MP and they forgot to change it.
There is a big difference between a policy that is not enforceable and one that violates a policy on Ebay.
Certainly @ourancestorsattic needs to revisit their TOS [terms of sale] they state on their listings and revise it to be stuff they can enforce. Most buyers know their rights, so it would look better to a buyer too as currently it appears to many of their buyers that they know more about the options than the seller does.
