I offer "free" shipping. I remember when getting offers or counter offers from buyers that I could find the buyer's zip code to aid in determining acceptance of an offer. This morning I looked all over in regards to a counter offer from a buyer and could not find that information. And yes, I did message the buyer asking directly, but it would be much easier to see the where I would have to ship the item. The cost difference between shipping to either a neighboring state or across the country can be significant.

@m60driver @mvls1 Hmmm I'm not sure if this is an intended change or site issue. Could you share a screenshot of what it looks like now so I can get more info?

Noticed the same thing today. I hope it's just a glitch. I use that always to decide on taking an offer. Why do changes never seem to improve things?

If it's an intended change please fight against it. For items that offer free shipping the actual shipping cost is an important factor in deciding whether to accept an offer or not and the shipping location is needed to determine the shipping cost. Thanks, brian@ebay

Don't count on the zip code to determine if you will accept the offer
I am shocked that more sellers haven't been burned by this like I was
I was sent an offer and took it based on the buyers zip code
Imagine my dismay when they checked out and the item was going to zone 8 across the country and not to the buyers zip code
Unfortunately it was a heavier item and a nice big difference in shipping charges .
They can change that delivery address at check out .

You are correct. That is exactly what happened to us once. The buyer moved across country and never change their address with eBay. Instead of a zone 1 package we ended up with a zone 8 package.

I have no idea how to create a screen shot. But not that long ago I could see the zip code on the "response" page when I made an offer to an individual. That information was no longer showing the past two days. It may have just been a temporary glitch, a ghost in the machine so to speak. Fortunately the buyer did respond to my question and we were able to agree on a price between our two offers.

I could just hear them up in the front office...
"Hmm, guys, we haven't gotten 'em really good since the time when we replaced the classic shipping label page to the godawful sorry one we placed in there now. Let's see....how about we prevent them from seeing buyers locations when they make an offer? If that gets them going, then we know we've succeeded again with another great improvement for eBay! The extra fees that we will collect on shipping costs alone will be enough to power our yachts from San Francisco to the Bahamas and back, har har har!"

I have always noticed that it comes and goes with no rhyme or reason. been noticing this since the send buyers offer thing started.

A seller would have to take a screen shot of an offer at the time when an offer is presented because once a seller acts upon an offer from a buyer i.e. accepts offer, declines offer, or submits a counteroffer the information shown to the seller within the item's offer history after action is taken on the offer is displayed differently and is not displayed the same way to the seller as it originally was when the offer was presented to the seller prior to them acting upon that offer.
@m60driver has stated that they do not know how to take a screen shot but I do.
So if you are interested in running a test and seeing the results just make an offer of $1.00 on this listing of mine and I will decline it. That invitation applies to any other seller who might be interested in seeing the results just in case Brian is unwilling to or unable to perform the test.
But before I do I will take a screen shot of what it shows me as a seller and post the results here.

Gotta love ebay's helpful 'increase your offer' ........ gee - the seller is more likely to respond if you offer 10.00 on a 150.00 item than 1.00 ..........
