Over a month ago I had a buyer request a return because she found it for free elsewhere. She did not open a return case. I told her to return it and I would refund when I received it. I never did.
She emailed me today asking where her refund was. I asked her for the tracking number and date of mailing but I haven't heard back yet.
I received a notice from the PO yesterday that I had a letter with postage due for $3.50. How a letter can have that much due is a mystery.
I can only assume after this mornings email that it is the missing return. The only thing I can figure is that she either marked it return to sender after opening it or just repackaged it and threw it in the mail without postage and hoped for the best.
My questions is 'What is my responsibility in this instance'?
Do I have to pay the postage due to get it back and then refund her in full? Or can I just leave it and let them return it to her? If I do have to pay to pick it up, can I deduct the $3.50 from the refund?
The original sale was over a month ago.

If it is the item, I would go ahead and pay it and deduct that amount, plus the original shipping from their refund.

Whast's your return policy time limit? If it's after 30 days, you really aren't obligated to do anything. But that's aside from if you want to (some sellers like going that extra mile for buyers, while others feel doing that makes them become more entitled).
Aside from filing on Paypal, if a buyer doesn't file any return request in ebay, you also aren't obligated to do anything. If a buyer sends me an item as a return for refund as postage due and didn't file a return request, I would end up refusing to pay it so it will go back to the buyer. But just realize that it will run risk of getting ugly later on. If you pay the $3.50 and try to deduct it from the buyer's refund... it can also get ugly then with the buyer getting upset. Also if you do any partial refunds, you will still be charged for the FVF of the entire purchase price to ebay. So the FVF kept might be larger than the $3.50 itself. But you might be able to call ebay and explain to them this situation to refund your FVF.
There are a bunch of things done here that are not standard practice. Which is why I think ebay encourages the buyer to file a return request instead of just handling it outside of it.

She can leave you a negitive but you dont have to worry about it to much. Is the price of 3.50 worth it or not. Tough question. We would refund to make them happy. Then block

The total price was $9.99 with free shipping so no, it is not worth it. It just really bugs me that I have to lose out because the buyer found it cheaper. I would have been better off throwing it in the trash.

I have a NO RETURN policy. I made an exception for her to be nice.

If you have no return policy then technically you aren't obligated to do anything ever. But that hardly will stop buyers from lashing out depending on the buyer. It's difficult to be nice when you don't take returns. Because you have to go an extra mile to just accept the return, then yet another mile to having to lose money for said return. That's fine as long as you know with your settings, being nice about returns will typically include you losing money for return shipping too.
Usually if you normally accept returns, you can just tell them to file a return request. At least there is a possibility you won't lose money... but just rather accept the return.

When you shipped the item did you send it first class letter rate or first class package rate?

1st class package $2.66 for less than an ounce. It was printed thru ebay so I got a discount. I think retail is $3.50

They just marked it return to sender. It should have never been accepted at their P.O. but it was and their error was just transfered back to you...
