For 1-day handling (not Same Day), what's the cutoff time for orders?
If the Seller ships to USA only Buyer is in HI, 6 hours behind East Coast time, and the buyer orders at 11:50 PM HI time on the 4th (5:50AM on the 5th in NY), is the Ship By date the 5th? (11:59PM west coast time)

yep, 2:59 am is the previous day. (if that makes sense). If you waited to send it out that day you would be fine, but the day after, it would be considered a late shipment.

My Shipping Policies are all set to 1-Business Day Handling.
I received an order at 1:23 AM ET Sep 27
Order Date: Sep 26
Paid Date: Sep 26
Presumably because it's still Sep 26 in PT.
On the Seller Hub, Manage Orders, Paid Awaiting Shipping Page, in the Actions Column, it said "Ready to Ship." No Ship By date and time were specified at the tie the time the order arrived.
15 minutes later, everything else on the page was the same, but in the Actions column, it now said
"Ship by Sep 28, 8:59 PDT"
In this case, eBay is telling me that I have to ship the next day after I received the order (in my time zone, ET) rather than on the next business day relative to the Paid Date which is based on PT.
So there must be a cutoff time in PT for orders on the buyer side because she did pay on the 26th and eBay sent me the order on the 26th in PT, the 26th in ET.
(The buyer is in TX, so CT.) I don't know if the buyers's location comes into play on this timing. If she paid shortly before I received the order at 1:23 AM, it was after midnight in TX. So for the buyer the order was placed on the 27th, her time, but on the 26th on eBay's PT. That could be the reason that eBay told me to ship by the 28th, rather than the 27th.
But I don't know for sure.

...... is it really necessary to make something so simple seem so convoluted?
Is the difference of an hour or two going to really affect how you will ship something within a 24 hour period? I would assume not.
So just ship it within 24 hours of receiving the cleared payment.
I don't understand what the issue is here?

I've never looked at the "actions column" in my seller life, so I don't know the answer to that. I'm on the east coast also. If the sale happens before 3 AM, it goes out that same day, period. It has to be at the Post office and scanned before 4:30, which is when my PO closes to the public, by eBay standards. In actuality, I get it there before 3 PM because the truck picks up the packages to take them to the sorting center at 3:30.

There really isn't a 24 hour rule because next day/one day might not allow you 24 hours since we have to depend on services that aren't open 24 hours a day.
If I have a sale overnight before 3am, I get up and ship. If that isn't possible, then all I can hope for is that it gets delivered by the estimated delivery date. If I waited till 3am of the next day then I would have no way to get that acceptance scan before day two starts. I know I don't have to have it, but it makes meeting the metrics a lot easier and within my control somewhat.
