I got this item in an auction and don't know what it is. If someone can help me out it'd be much appreciated.

Looks like a worthless part that nobody will want until you scrap it and then someone will recognize it and will need it and will be worth some moola but then it is too late. 🙂
Well that is what happens to me alot buying storage units.

Oh and a measurement might help too.

OK... nevermind me. VCI is a treated paper that stops corrosion - often used to wrap automotive parts

Internal adjustment plates --- woodruff key-way, clocking tab, and relief slots are all signs of a piece that "clocks" (multiple pieces as in a transmission or clutch pack)
There will be a P/N stamped on them --- possibly a NSN --- maybe even a Cage Code --- easy enough to trace from there
P/N = Part Number
NSN = National Stock Number (military)
Cage Code = 5 character Government ID for vendors
One thing I can see --- those are quality castings (forgings) & the machining is top-notch
These will make very fine Boat Anchors ...
