Listing marked as "no returns", buyer recieves new sealed item and claims its contents expired even though this item cannot expire as per the manufacturer.
They opened dispute, im given the options 1. give all their money back, 2. Give some money back, 3. contact buyer.
Contact buyer, no response, dispute says i have to respond by the 8th, even though i did. No info on what happens on the 8th.
Go to report buyer, get message "This information is unavailable because of a technical issue. Please check back later."
Does no one run this site anymore? What a terrible experience, feels like this company is run by russian scammers.

Contacting the buyer is not considered a 'response'. It's just something that might lead to a response.
Your only valid responses are
1. refund
2. Return for refund
3. offer $xx partial refund and buyer keeps item
4(available in a few days) Ask eBay to step in to help

Yes, the point is OP needs to chose an action as a response. Just contacting is not enough.

OP, if you let this go on until ebay can step in, and the buyer escalates the case to them, you will get a case closed without seller resolution defect. Those can be fatal to your account.
So you need to resolve this before Ebay steps in. They don't want to step in, they want you to handle it.

The casting resin has what may be a date on it '0617' and the box says 'Use within one year of purchasing'.

ebay is not a broken site. It is a site with a very long user agreement that you have to abide by.
It is on you to know what that entails and how it effects you.
Mark "no returns" all you want. eBay will not support that. Well, they kinda will. They'll assume you don't want it back after they give the buyer a full refund.
No returns does not equal no refunds.
Your buyer will get their money back. eBay guarantees it.

On the 8th eBay will step in a give the buyer their money back. You have said you don't want the item back, so you won't get it back.
Had you specified returns, you could have chosen return for refund, but since that wasn't how you set it up. You can't even ask for your stuff back.
you're refunding. Do it now and you don't get a defect. Wait and force eBay, and you get a defect.
Oh, and you might want to read up not only on how ebay runs auctions, but the rules of this chat area. Your OP is in violation of the posting rules.

But that does NOT circumvent ebay's MBG. If the item is not as described, the seller will pay return shipping.

If the buyer opens a case, the seller can choose return for refund in the dispute even if the listing was a no returns listing.

@dragonbane20 oomoo30 has a shelf life of one year from manufacture.
Ebay will not require a return or issue a return label on escalation when the refund is close to shipping both ways.
I think you should still be given the opportunity to waste money on a return label, but I guess ebay thinks not...

I agree. I agree. But I have had 90% less scammers when having returns. Half of these scammers (the ones who send it back, and it's miraculously not fake, broken etc.) probably just found a better price or some other non "Not as described" option and want a return so they do the money back guarantee and since they have limited options for the money back guarantee they say it's fake - but in @dragonbane20 's case it's probably a more hard core scammer. Here's a trick for returns so buyers think your paying for return ship: (more xspensive items)
offer SELLER pays return ship
20% restocking fee - some of the time on some prices pays for return shipping.
