I just had an experience with a buyer
Of the last 100 feedbacks he has left, 73 of them are negative. There is something fishy going on with him. If you add all the negatives he has left, it is in the hundreds. I reported him to eBay, and get this, I left him a feedback that said "Buyer has left negative feedback for 73 of his last 100." and he called in and reported it as a false positive to eBay, and they removed it. I hope that the representative had the sense enough to look at what the feedback said and to follow up on it.

I highly doubt it unless someone reported him. Ebay doesn't go out of there way if they don't have to. Their canned response is always " The buyer can leave what they feel is to be true on the transaction and we must abide by it". Of course there are certain times they will remove a red donut, but you have to start the initiative.
I've come to this conclusion when I go on a seller page and they have thousands (thats right, THOUSANDS) of negatives from unhappy buyers but yet they are still selling. Alot of the comments are late shipping, damage, won't combine shipping, item never arrived, blah blah blah. I read each and every one and shake my head wondering how these people are still allowed to sell here. I guess no one is reporting them.

I would guess that no buyer is reading the FB the seller has received before buying from him.

I'm wondering since this is a big "outlet" and brings in tons of money ( ie: fees), they do look the other way, but man they must have one person manning this account because the negs are really bad and the refunds they must auto-give must keep someone busy 24-7.

No. That's against the Community Rules of Engagement for the discussion boards:
"8. No naming and shaming. We will not tolerate posting about listing or member violations. Item numbers, auction links, negative/neutral feedback scores, other members’ ID or contact information posted for the purpose of shaming another member will be edited or removed."

I don’t know but this reminds me of a buyer who I had that claimed INR… I believe tracking showed delivered then.
But I remember that the buyer left 20-30 negatives within the last six months for other sellers claiming INR on each of those as well. Why eBay hasn’t done anything about it, I have no idea. There’s no way that buyer could be that unlucky. If that happened to me, I’d get a PO Box after like the 3rd time or stop buying online.
