What is the best time to list on ebay ( PDT ) because there are many different time zones in US

Since you list Buy It Now items, the time you list them does not matter. They run for 30 days and relist automatically so anyone searching for them will see them no matter what time you post them. Auction listings on the other hand are affected by the day and time you end them.
If you are not getting views it is because most of what you sell is listed by many other sellers, many of whom are Top Rated and get better search placement and visibility than you.

With Fixed Price listings your customers can buy when they see it. No waiting.
And if it doesn't sell, it will relist automatically.
If you add Buy It Now to an Auction listing, the customer can buy it immediately. No waiting.
If someone bids on the Auction, the Buy It Now disappears.

Are you talking about Auctions?
If yes, usually start them at 8:30 pm on Sunday for 7 days. Or 8:30 pm on Thursday for 10 days. Hard to get all time zones.
