I listed an item with 2% promo ad fee, however, when the item sold, I was charged 13% "ad fee standard."
What's going on?

I was able to upload images a few minutes ago, now it says "You do not have permission to upload images."

No one "selects" the 13% FVF. It is already on most items. (I say most because some categories are different FVF rates). When you select the 2% promotion, it is 2% extra, in addition to the 13% fee that is automatically on most listings.
Yes, if you "relist" an item that you gave the 2% promotion, the 2% promotion will carry over to the new listing, in addition to the automatic 13% FVF. If you want to take away the 2% promotion, you have to deselect it. You can't take away the 13% FVF.
When you click the camera, do you get the option to "choose files", then "upload"? That is how I attach an image.

I understand that. I did not select the 13% FVF. I selected the 2% ad rate.

No, I do not get the option to "choose files"... to repeat "When I click on the Camera icon, it gives me a table, and the first line it asks for the 'source' of the image." What is the "source" of an image on my hard disk?
If they are using commonly-agreed upon definitions of words, that means I have to upload the image to one of my websites.

Looks like there's some issues with it, such as teensy tiny font and no way to enlarge it. Well, in Google browser, you can (Windows, anyway), click/choose "Open in new tab (or window)" and it properly enlarges to readability.

Hmm. If you were you trying to add an image to a post you'd already posted, there's only a minute in which you can edit your reply by clicking the " v "above the date/time on the upper right. Anyway, can't you just select the text to copy and paste here?

Charged twice? No. What makes you say that? You can see the pic better if you open it in a new tab/window.
To reiterate, I am asking why I was charged "selected ad rate" of 13% when I "selected" an "ad rate" of 2%

But he clearly said it's not the FVF that he's talking about. but the "selected ad rate" was 13%. There have been a few other sellers posting they were charged 13% when they actually selected a 2% rate.
This "descriptive" does not indicate anything about a FVF, only a "selected ad rate" of 13%, which is not what I set it at. I chose an ad rate of 2% when I wrote the listing.

The responders here are trying to explain to you that 13% is eBay's regular final value fee, which is charged on almost every listing on eBay. I say "almost" because there are some categories where it's more and some where it's less. The 2% promotional fee that you chose was for special placement of your listing.
If you had read the selling information before you started listing, you should have seen an explanation of the fees which would have explained the final value fee.

From your attached image, it does look like the 13% is your selected promoted ad rate.
However, if you were actually charged a 13% promoted ad rate, then you would have also been charged the 13% FVF, which would have resulted in 13% being taken out twice. I think this is just a situation of it being mislabeled by eBay, but you were charged the correct amount of fees.
What you were actually charged in total fees was:
29.03 which is 13% plus
4.66 which is 2%
for a total of 33.69

Wow, finally, after several hours and persistent clashes with reality in the "community," a single poster admits, yes ebay "mislabeled" it. Gotta wonder, if they are this slipshod in labeling, how many other hidden errors are embedded in the website.
If I "mislabeled" my tax returns - output false information, I would be heavily fined or in jail, as can be seen in today's "news."
In future, if i have an issue with ebay I will call Manila, or go direct to the CEO and my two Senators, Joe DoNothing and Letitia Foghorn.

You know what? You are right! Ebay doesn't do a good job communicating clearly and efficiently. Unfortunately it just peas off buyers & sellers more & more every day, every year.
This "mislabeling" is just lame, lazy design that would take seconds to fix. The promo fee% and the FVF% should be clearly labeled and separated for clarity.
That being said, your lack of appreciation ("I'm done here!") for the time these people here spent trying to help you is also unfortunate. "Persistent Clashes with Reality" in the "Community"? Give me a break. After you recover from your 😤, please come back and pay it forward. ✌️
