I listed an item with 2% promo ad fee, however, when the item sold, I was charged 13% "ad fee standard."

This "mislabeling" is just lame, lazy design that would take seconds to fix. The promo fee% and the FVF% should be clearly labeled and separated for clarity.

I apologize to anyone I insulted. Must be the NY in me. I was very frustrated in that I could not get anyone to agree with the reality and understand the issue. As a programmer and website developer I understand perfectly what you are saying about the ebay website. I have noticed many glitches. And they are often not explained or handled. For example why is image upload blocked for certain users in this forum, but not for others? Not make sense.
Don't get me wrong, I LIKE Ebay. I LOVE the opportunity to sell to a potential billion customers I want Ebay to SUCCEED. I see there is now a wide-ranging FTC investigation of Amazon. I DO NOT want that to happen to Ebay.
I do have 3-4 issues about ebay I wanted to raise but I am wary of "violating ebay policy" which seems to be that any criticism of anything ebay is a violation of ebay policy!
One example. Last year there were a plethora of pleas for Ukrainian "charities" on ebay. I tracked the first two down, they were simply bank-drops for Ukrainian scammers. I have lived in Ukraine, and Russia, too. I know in detail how these scams work. But when I raised the issue on the forum, yeah, you guessed it, I got carpet-bombed for being "pro-Russian." LOL!
I am not baselessly trying to criticize ebay. I am trying to improve Ebay and thereby also improve my own business. I want to be able to feel free to raise issues and help fix things that I feel are harmful to ebay, not the least of reasons why, are my own self-interest.
Look at Amazon - no forum, no user feedback allowed, impossible to call them to straighten out an issue. Impossible for me to do business there, I can't override a wrong-headed bot.
Only with an open forum and constant user feedback can ebay keep on succeeding. Things change, rapidly, and we all need to work together - management, buyers and sellers, to keep this great ship sailing smoothly.

You posted a picture of View Order Details and this show how the money was distributed.
There is another report titled Transaction Details. If you click on this report it will show you the FVF Fees you were charged and why you were charged. The Fees will be itemized. The Transaction Detail below shows the additional International Fee of 1.65% added to the fees. Your report will show the exact percentage amounts you were charged for Promotion Fees as well as any other FVF's.

No i did not post "View Order Details". I posted the pic of "Transaction Details".

Don't jump to conclusion now. This total is wrong. As I said, the Ad Fee should be 2%, not 13%. However there are 2 (why 2?) "Transaction Details" reports. They have the proper totals. When all is done, the accounting is correct.
The problem, as StuffyGrotto pointed out, is that the labeling is wrong. That makes this every difficult to figure out what is going on. And for some reason the first order details page was erroneous, but after 2 more iterations (transaction details) , it arrives at the correct conclusion, the accounting is good,

There are different ways to get to the information.
The screen shot I was trying to get you to is a different screen then the one I see you have posted.

If you go all the way to the right and below Details click on view and this will take you the to the Transaction Details I am talking about.
I agree based on what you posted with the Order Details that you were charged a 13% Promotional Fee as well as a 15% Final Value Fee. Overall of about 28%.
The 15% FVF is high. Is that the standard rate for what you were selling? Most items are 13.25% FVF. Maybe the Order Details will explain it to you?

Hate to stir you back up, but from what you have posted here, it does look like you were charged the 13% twice, so your original assertion is correct, you paid 13% promotion fee instead of 2% in addition to the 13% FVF. I would suggest you contact eBay directly to get this resolved. Many have said it is best to contact eBay for business on facebook, but I never tried it. Good luck.

They charge the "Ad fee" not only the sale price, but also the shipping cost.
What I like about ebay is their huge buyer base and lobbying efforts in DC for the sellers.
What I don't like about Ebay is their increasing greed and pitting the sellers against each other.

I paid my own shipping but got shipping deducted as well.
just breaks my heart from where ebay started in 2005 and now.

If you purchase your shipping label on Ebay, who is it that you think should be paying for the carrier services? You got paid by the buyer for shipping, of course you are responsible to pay the carrier for services.
Ebay does NOT deduct shipping costs UNLESS you purchase your shipping on Ebay. If you are seeing something else, give us the details. You can see them on the right side of this screen.

$705 in Ebay fees is a lot. Are you using Promoted Listings? If so what was the percentage of additional fees you chose to pay?
I could be wrong about this, but is the Australian Seller fee rate 13.4%? If so, 2400 x 13.4% = 321.60.
Can you give us the detailed break down so we can better understand why your fees hit $705?

@mam98031 This one sold for AU $2400: https://www.ebay.com/itm/335301108378 I think you didn't realize it because it autoconverts to US currency on the US site.
@jd_timers your fees on that should have been around 13.4% plus $0.30 for the order (negligible in this case certainly), so about AU $321 if I did my math correctly. Did you use Promoted Listings, or add a Reserve Fee, or do any other listing upgrades? It'd be helpful as suggested if post a screenshot of the breakdown.
