In our buyer requirements we have selected to require buyers to provide a payment method before they make an offer… we get an offer and the 4 days pass without payment so Ebay cancels the order. What good is the requirement when the buyer still does not have to pay for a purchase? Why does ebay not charge the payment method the buyer used automatically? What type of buyers does it apply to?
Does anyone know what this setting really means, how it works, or what type of buyer it applies to?

This is still in the trial stage and only some buyers have been chosen.
From sandhya from eBay:
The test is still running.
The setting "Require immediate payment for Best Offers” is available for all sellers and is functional but this requirement is only applicable for the buyers who fall into the test. So what this means is, you have a buyer A who is in test group, then because of the setting "Require immediate payment for Best Offers" the buyer A will be charged immediately when the offer is accepted. Now let's take an example where buyer B does not fall into the test group. When this buyer B makes an offer on your item the setting "Require immediate payment for Best Offers" does not apply and the buyer B needs to come back and pay for the offer when accepted.

Yep, the feature is there, but not yet in place for everyone.

Unfortunately, my account was selected for this feature. I made an offer. I submitted my payment information. My offer was accepted. Three days later ebay still did NOT pay for my purchase. The seller sent me an invoice. I paid for the items myself. How is this helping sellers. How is this helping buyers. Ebay is ruining my reputation as a buyer by not paying for my purchase after providing my upfront payment information. I've made multiple calls to ebay. As usual ebay has done nothing. At this moment I have 11 pending offers in may Paypal account that have all been declined or expired. According to paypal they will be sitting there for the next 30 days unless ebay does something. Ebay has done nothing. This is the worst idea I have ever seen ebay implement in the 19 years I've been a member. And there have been many, many, bad changes over the years. I have stopped making offers.

I agree. Ran into this for the first time today. DO NOT LIKE IT & DO NOT WANT eBay LINKED LIKE THIS.. TAKE IT AWAY..

So many posts about this lately that I am assuming this is now the new policy and seems to have been rolled out to most buyer's.
There is not really much of an issue, if you make an offer you obviously want the item for the price offered, so this way it is paid as soon as the seller accepts.
If you are wanting to order more from the one seller, before offering contact the seller to ask if they can remove this requirement for you so you can combine any offers accepted and pay later as normal.

I had the feature enabled for a while, but, as others have stated, its limited use at the moment.
Instead, I've went the opposite direction, I have BIN with no immediate payment required; and no auto handling of non-payment after 4 days. If buyers want to take extra time to pay, its fine with me.

We turned that off ASAP. We want people to make offers without having to put in a CC. 99% still pay within 4 days. Why make it harder for buyers? That thing is stupid. Turned it off right away. We want offers to come in not give buyers more reasons to back out from buying from us.
Some buyers like even ourselves want to pay with Active Funds and that isn't available as a payment method when you have that restriction on, you have to put a CC or nothing at all, limits a possible sale imo.

Hundreds of sellers come here complaining about the 4-day wait and non-payers.
Now that ebay is finally starting to require a payment method when making an offer, some of you hate it.
I guess you can't make everyone happy.
