What does "1 people have this in their cart" mean?

Today is the first time I have seen this on one of my listings. I chatted with Ebay and they said it was a new feature but not sure what it means (besides the obvious). Do buyers typically add items to their cart before hitting the BIN key? I had thought about lowering price and sending an offer to my one watcher but wondering if I should just wait now. Curious as to any of your experiences. Thanks.

I remember noticing at least a few years ago that Etsy did it, and it sure lit a fire under my butt to buy a thing there sometimes!

It can create urgency, but it can also lead to a so-what attitude among buyers. 

I'm watching an $80 tool that has numerous watchers and people who have it in their cart. It's a big outlet seller that has multiples of every item and runs periodic sales of up to 20 percent off. I assume a fair number of the watchers and cart people know this and are just waiting for the price to drop.
