What can I do if "Report buyer" doesn't work

What's the eBay policy to protect seller? I am curious. 

 

I have a list for wireless service referral. Basically it's free, and I already paste the referral link in the description. After I received the bid from one buyer, I sent the instruction through message to the buyer, and mentioned "No purchase needed. This transaction will be cancelled". I didn't get any response since then. So three days later, I cancelled the sale. However, I still got negative feedback from this Buyer. Checked all feedback of that buyer. He placed bids for similar referral link several times, and all left negative feedback. I reported the situation, but eBay still didn't accept it. Anything else I should do?

Reporting the buyer does nothing for you, the seller, it simply puts the transaction on the buyer's record as being suspicious........  If it wasn't paid for, you should have filed a UPI..........

 

Frankly, I think sooner or later you will be kicked off ebay........  you just can't run a listing, deliver the goods, and then cancel the transaction..........which would be mean ebay refunds your fees.  You are using ebay and not paying them for that use.  I'm not clear what you gain, except there must be some kind of back end payment to you for the referral.

You should put this BUYER on your "blocked bidder" list.   As far as negative feedback goes (that is Freedom of Speech) and EBAY will not remove that.    You can leave "rebuttal" to his feedback to explain the situation.

"Freedom of Speech," as we generally recognize the concept, doesn't apply in this situation.

 

The First Amendment applies to government restricting speech, not a business. Privately or publicly held businesses can restrict any speech they choose. That would not be a violation of the First Amendment.
