I don't have best offers enabled, but I just got a message offer for an item that I sell at $23 + shipping
The offer says "Buy all 3 for $20 or $20 each."
So he's giving me a choice to sell them at $6.67 or $20 each?

Do you have something listed with a quantity of three? Or do you have 2 more similar items to the one the offer came in on?
Whatever the answer you are going to have to clarify it with the buyer before you accept or decline.

Its the way they worded it. What it looks like they meant was they'll buy all three at a price of $20 each. Ask them to be sure

Are you sure you read that right. If you are, write them back for clarification. Don't accept something that you are unsure of what your buyer is actually expecting. Also remember that they can't affect the shipping you have on the items. Best offers is for the product only. I say communication is your friend. Respond and ask for clarification on what they are asking for. Don't lead them, let them tell you.

Then my guess is they will buy up to 3 if you give them the $20 each price (but I'd still clarify so there is no misunderstanding on either side).

Buy now with best offer?
quantity available 3?
If yes to both questions, the buyer can send you an offer. No need for them to message you.

Sounds like they want 3 @ $20.
The way they worded it is just repeating the offer - Buy 3 for $20 - that is, $20 each.
But still best to clarify.

He wants one for $20 and he is also letting you know he will buy all three for $20 each.

I would message the buyer and see what they mean. Those lot listings can confuse both buyers and sellers. Best to check with them to avoid "issues" after a sale.

Just message the buyer and say "So you want to buy 3 @ $20 each? For a total of $60?"

IMHO guessing is not a good plan on an offer that was sent to you in a message. The OP needs to communicate with the buyer to find out exactly what they want and then decide if it is an offer they want to accept. That should have been the first thing they did.
I'm unsure as to why the OP came here for us to interpret what the buyer wants. All they have to do is COMMUNICATE with the buyer and find out. So simple.
