I tried reading through the new Spring Update and it appears that there is going to be a final value fee increase. Does anyone know what that will be for people who list in collectibles?

There is a link in the post that will take you to the tables- there are several different scenarios so I will let you find yours. I did see that non-trading card collectibles are 12.35% if you don’t have a store. In the email click in the see the update> Fees & Financials , learn more> Final Value Fee Increase in Select categories > then “click here for more details” at the top of the page. You will be taken to the charts.

I have a store subscription so if I'm reading it correctly is the fvf 10.2 %?

For most categories the FVF increase is a 0.20 increase or 1/5 a point increase. So, just an example, from 10.5% to 10.7%.
On the other hand, many sellers will be able to downgrade their stores with all the increases in free listings which are well above what most people will use. From my own perspective, although now a nano seller on Ebay I did run a small chain of retail stores for decades, I don't quite get the thinking here. All the new, and somewhat failed CEO, has to offer to increase profits is by increasing fees instead of growing the platform as the other online retail sites are doing successfully. And the increasing fees are driving some sellers, and thus buyers, to other platforms. Truly a lose-lose situation.

What store level subscription do you have? Starter stores pay more than Basic and up.
Are you in Managed Payments? That makes a difference as well.
So, for example, if you are in MP and you have a Basic Store or higher, your current FVF is 11.5% in the "Collectibles" category. That will increase to 11.7% (with one sub category exception: Non Sport Trading cards will remain at 11.5%).
So, on a one hundred dollar total transaction (including shipping and sales tax), you are now paying a FVF of 11.50. After the change, you will pay 20 cents more. On a ten dollar transaction, you are paying $1.15, and after the change you will be paying $1.17. (Unless my math is wrong, feel free to double check me LOL)

I was just put into managed payments, I'm not sure what store I have, it is a subscription and it costs $74.95. Do you know what level this is?

At 74.95, you have a Premium level store being billed on a monthly basis (it would be 59.95 if you were on the annual plan). The percentages I quoted you for the "Collectibles" category applies, whether you have a Premium level or a Basic Store. (Basic costs $27.95 on a monthly plan and $21.95 on an annual plan.)
I don't know enough about your business model to know whether Premium is your best choice, it's possible you'd be better off with a Basic Store.

No, there's no change to the store tier rates. Stores are getting more free Fixed Price insertion fees, but that has not changed the store subscription price.

There's no difference in the store features, and you are still billed on a monthly basis....the difference is, the annual "locks you in" for a one year term.....you can upgrade at no cost, but there are financial penalties for ending or downgrading the annual subscription before the year is up. Basically, you pay more for the monthly because you have the freedom to end it at any time without penalty fees.

You may want to take this opportunity to consider down grading to the Basic Store subscription. You currently only have 117 listing for sale. And you appear to sell about 500 to 600 auctions per month. Unless you have plans of expanding that number drastically in the near future, it appears to me that you are currently subscribed to a store level that you are not filling out at this moment.
For me I have multiple different accounts each running various different store levels. For the past 5 years or so I have been subscribing and paying the monthly subscription rates versus the yearly plan rates, because in the past whenever I wanted to downgrade a store that was on the yearly plan I got dinged with hefty early termination fees. But at the same time I now pay more by using the monthly subscription rates for the privilege and freedom of being able to make changes to my store levels if and when I want to.But that's what works best for me.
In the end you will have to make the decision of what works best for you and your business model.

So if the fvf is the same regardless of what store you have, what would be the incentive to pay for a higher level store? Do they give you more free listings?
