I have some items I have sold that I was promoting that in my order page say they sold via a promoted listing and others that do not. So I'm trying to figure out what makes an item be considered sold via promotion vs a standard sale.

Basically a buyer has to click on an ad for your listings rather than an "organic" search result or by browsing, if they subsequently purchase within 30 days then it is considered sold via promotion and the PL fee applies.

If you go to the top of any page on the eBay site and click "Help & Contact" and type "promoted listings" into the search box, it will show you this page in the search results:

On that page, it explains:
"You are only charged for Promoted Listings Standard when a buyer clicks on your promoted listing ad and purchases any of your promoted items within 30 days. (A click is when a buyer clicks-through to your item page from your ad, or clicks the Add to watchlist heart symbol on your ad.) This means you only pay when you sell."
If you read that carefully, I think it says that once a buyer who clicks ANY of your promoted items, ALL the promoted items he buys from you for the next 30 days are considered promoted and will incur a fee .. even if those later items are found through organic search.
