I promoted my listings to pay eBay an additional 10% to promote my items, but really didn't think that would apply to shipping and taxes too, I sold an item for $40 but with shipping to far away zip code it cost another $25 and with taxes came to over $73, eBay charged $7.30 to promote not the $4 I was expecting, just saying watch out.

Not sure what the gripe is, eBay announced both. That's how it works. Sorry you didn't read the details or the 2 million threads about it. Nobody likes it, but it's worked this way for awhile now. I still find it worthwhile to promote. YMMV.

Why are you surprised, when it is clearly listed on the t&c of promote fees.
Here's how the fees work:
Heck, even eBay fees does include shipping and taxes as well, why should it be any different.

I am not surprised but sounds like hidden fees that depend on customer state, if someone from PA. buys, I pay $3 or $7 less than one from another state, things a seller can't control, thus the gripe.

I think people would start abusing shipping prices if they didn't include that in the promoted fees, just like they did in the beginning of eBay when shipping didn't have any final value fees. It would definitely discourage people from having free shipping like I do.

Is this gripe about fees for promoted listings or final value fees--both of which are clearly stated by eBay? The first post complains about fees for promoted listings, but the above gripe is for final value fees, which, again are not hidden at all. They're written in black and white and available for anyone who reads the Terms of Service.

When you promote your expectations should be the worst possible, USPS Zone 8 with a high Sales Tax. Now every time you have a PL sale to a closer zone or lower tax you are in the bonus!
It's a half full / half empty thing.

The state sales tax that is paid by the BUYER is based on the state of the buyer's delivery address.
That means that, conceivably, there could be about 45 different state sales tax rates. (That's approximately the # of states out of 50 that have a state sales tax.) And there are several states that do not apply the state sales tax to the shipping fee. PA, as far as I recall, does not apply the state sales tax to clothing items, so perhaps that's the variable you are seeing. There is a site, called something like TaxJar, that shows a map of this information. Almost forgot to mention that, within any individual state, there can be more than one tax rate. My county, for example has a sales tax rate of about 6.9%, while a county my north has about 7.5%, and one to my south has a rate that is about 6.5%.
Incidentally, your buyer pays the shipping fee to you and you use those funds to pay for shipping.
All fees are explained in great detail in several places on eBay.

Why is your gripe with eBay and not with yourself? IMHO it would have been best to read how promoted listings work before using them.
