No, actually their attempts at using the "new & refurbished" line actually date back to late 2017, one of the more epic fails in Not Ready for Production releases, where the "refurbished" line showed up in wildly inappropriate areas such as condoms and diapers. This Community Chat posting from November of 2017 includes a screenshot. Look for the red arrow:

It went on for weeks before anyone was able to scale it back, apparently because no one had coded a quick way to make running changes to which categories would be allowed to show that line and which would not.
I have to admit that I never noticed after that whether the refurbished functionality was completely withdrawn, or just limited to certain areas, but I can say that what you're seeing is not new; it might just be re-introduced.
