“We ran into a problem, please try again later.” When submitting a report on a buyer?

I am trying to submit a report on a buyer who claim my item was “not as described”, then mentioned a piece that was not included anywhere within the listing.

 

I fill out the “report a buyer” form, then when trying to submit this, I get the error described above. I have tried on a windows desktop, the eBay app, and a different web browser on my phone.

 

Is anyone else running into this issue?

I can't comment on whether there's a glitch in the reporting system but if the buyer claimed NAD, you still need to respond and either issue a refund (without return) or accept the return and pay return shipping.

Are you sure you need to report the buyer just yet? FWIW, I usually take those ^^^ messages at face value and try again later. If they've opened a Return request citing a Not as Described reason, approve it and get your item back. Reprice and relist it for the right buyer.
