So eBay restricted my account soon after i listed my 1st item, and they stated that "We’ll just need to ask you a few questions to verify your account so you can get back up and running again." Can anyone please explain how i can contact them? Is there a live chat option? I am not good at speaking english

When you received that "We’ll just need to ask you a few questions to verify your account so you can get back up and running" message, they must have instructed you what to do next.

They wouldn't tell you that and not tell you what you have to do next.

Did you link your bank account to Payoneer? Did you register your account with your country of Sri Lanka as a business? Did Ebay send you an email saying that you are approved? If not, this is what you need to do.

It can take weeks to be approved from Ebay.  You cannot just decide you want to sell something and then try to sell it.  There are requirements and protocols for all sellers.  You should also consider this:

This is a valuable and important tool that will teach you what you need to know to be a seller on ebay.  I suggest that you should enroll after you have set your account with Payoneer.  That way you'll have time to study while you wait to be approved.

Today i receive a email saying "Your account has been suspended because the pattern of activities we have witnessed present a risk to our eBay community" Maybe ordering a $4800 laptop may trigger something

I simply signed up because I was invited to sell by Payoneer and eBay.

Ebay contacted me and claimed that they believed I was attempting to defraud a buyer. I assume they are referring to the $4800 laptop I purchased and took with me. I was advised by an eBay representative to wait at least one month before purchasing anything costing more than $2000. I'm not sure why eBay even showed me the deal if they need me to wait.
