I have NEVER seen such a thorny mess as trying to do the right thing and setting up a Local Pickup thru eBay to accomodate a buyer.
The listing was setup correctly but now ... am I going to get a defect for not shipping during my handling time?
This is ridiculous.
@Anonymous- Is there anywhere I can see EXACTLY how to setup a Local Pickup and the procedures involved and what to expect? Cause what I constantly see is NOT what I've been led to expect.

ebay and having clear, concise policies and procedures is about as far as you can get from one end of the spectrum to the other always has been and always will be and once they become the merchant of record it should be a real wango tango... I hope they pick me in their first 5% test group.....

I appreciate your comments but there's no way I'm gonna accept a PayPal payment for a Local Pickup. I've read too many horror stories on this forum of sellers who did that, and the buyer opened an Item Not Received thru PayPal. With no tracking number or any way to prove shipment ... this is a slamdunk LOSS for the seller. The buyer ends up with your item AND a refund.
Not gonna happen.
The "horror stories" are posted by responders stating that in their opinion this is "what could happen" and not what has actually happened. I have yet to read a thread where a USA seller lost an INR case when selling using a local pickup only listing if the listing is done properly.
Once more with feeling ~ LPO is not covered by either eBay nor PayPal ~ no tracking number is required on an LPO transaction. This has all been confirmed by eBay blues...let me know if you want a link and I will try to find it.
Seller protection when listing as local pickup only:

It has a PayPal option to pay becayse eBay REQUIRES it.
My listing says CASH upon pickup.
But of course ... the buyer paid by PayPal because eBay provides NO instructions to the contrary when the buyer purchases the item, even though they KNOW it's a Local Cash On Pickup item.
It's a convoluted mess, frustrating and fraught with pitfalls ... perhaps by design.
As it is now, I have a Local Pickup item, purchased and paid for via PayPal and showing I have to ship ... all on a listing that was CORRECTLY setup as Local Pickup only.
It's crazy stupid.
Hi @newview, can you give me a list of your specific questions about listing a Local Pickup item so I can get some solid answers for you? The indication to ship is something that has not been reported to me previously, and I'm happy to get this reviewed by our tech teams. Additionally, I do want to clarify that you are not able to require your buyer to pay cash upon pickup - we require that you offer an electronic payment method and the buyer is absolutely allowed to choose this method when paying for the item. Though you can also offer cash on pickup for local pickup transactions, this cannot be the only option for your customers.
Edit: I wanted to add our Help Page for Local Pickup for reference. Happy to provide requests for updates to this resource if anyone has specific concerns.

Paypal is not SUPPOSED to cover the buyer for a local pickup.

Seller protection when listing as local pickup only:
- Use the local pickup only listing option which states no shipping and to contact seller for payment options
- Specify "no returns" in you listing
- If the buyer uses PayPal to pay, make sure that you make pickup arrangements through eBay messages as this will prevent an INR from being won
- If you are selling something that is electronic or has moving parts, make sure that the buyer can see the widget working at time of pickup and acknowledges that fact through eBay messages at time of pickup
- Cash is King
Hi @hidy-hoo, I do have to correct some points that you have made here - while I can't speak for PayPal Protection, the eBay Money Back Guarantee does offer protection for Local Pickup items in a few specific situations. If the seller prevented the buyer from picking up the item by not arranging a meeting place, not providing contact information after payment was made to arrange a meeting or by not showing up to the arranged meeting place (specifically confirmed by a seller's message to the buyer indicating they did not meet the buyer), the buyer would be eligible for an item not received claim. We would not look for tracking information in these requests, as there won't be any and we understand this. We would specifically be looking for an indication from the seller that they did not meet as agreed.
As for a Return Request, though most items would be expected to be inspected or tested by the buyer upon pickup, some items such as refrigerators, ovens, medical equipment or other similar machinery would reasonably need to be taken back to the buyer's location for testing, and if found to be faulty, would be eligible for a return. A table, lamp or armoire would be expected to be inspected at the time of pickup.
One of our eligibility requirements for the eBay Money Back Guarantee is payment through our checkout system, which is why we require a seller to provide PayPal (or a Merchant Account) as an option to their buyer's, even through local pickup. The seller cannot require their buyer to pay in cash, though this is an available payment method should the buyer and seller choose.
In the past when I've addressed this topic with the Community, there has unfortunately been a large amount of concern regarding hypothetical scenarios and it has been made clear that it is not commonly known we offer protection on these transactions. I wanted to point this out and clarify once again, that there are very few situations where we are asked to step in on a local pickup transaction and even fewer where protection is needed. This protection has been available for many years, and I encourage those who offer local pickup to consider this when raising questions or concerns about this protection - if you have not run into an eBay Money Back Guarantee case related to one of your local pickup items, consider this an indication of how frequently these occur.
In my personal experience, I've only addressed requests or claims related to very high dollar items sold through local pickup ($10,000 or higher). This is just an example of my personal experience, but I wanted to share to provide context on the types of items that typically require eBay's attention when sold through local pickup.

The problems come from two different companies with two different policies. I for one will be very hapy once ebay becomes the merchant of record then the buck will stop here...

Please disregard my lack of feedback and new account status. I worked for a company doing ebay for years. I later became the manager. I had to quite due to my moms age, so I could take care of her.
Anyway, there were several times that we did "local pickup only" As soon as it sold, I would contact the buyer and ask them when they would like to come pick up their purchase. A lot of them didn't even realize it was local pickup only. If they still wanted the item, I would give them a choice of arranging their own pick up through a carrier of their choice, or I can arrange it through one of ours and give them a shipping quote. Buyers are really bad about paying attention to detail or even reading through the entire listing at all...it was a problem many times.

Hi @bubbleman2010, I do want to clarify that the buyer will always have alternatives for resolution outside of eBay. If the funding source for their payment is a credit card, they have the option of filing a chargeback with the financial institution. By and large, our eBay Money Back Guarantee policies are designed to align with the standards that financial institutions set, but we are able to offer additional protections in our program that would not be available in a third party investigation. The possibility of a third party investigation is one of the many reasons we encourage sellers to work with their buyers on a resolution even when we can offer protection under our policies.

If I am not able to require a cash payment on a Local Pickup, then I will no longer be accomodating buyers if they request one. There is no way I will accept a PayPal payment for a Local Pickup item that is NOT shipped and has no Tracking Number to prove delivery.

Exact same situation here. Sold a sub-woofer. Local pickup only, cash preferred. Guy paid by paypal since it's shoved down our throats.
Got the time to ship email and a big fat notification in "Awaiting Shipping." I archived it. Went to my archives and it's MIA, nowhere to be found. The transaction record is completely gone. Frustrated to say the least.
Local pickup means local pickup. The word shipping should never enter the transaction. Period. And I'm sure a defect is next. Nothing surprises me with this company.

Hi @newview, as I mentioned previously, there would be no expectation by eBay to provide a tracking number as local pickup will not have one and we are aware of that. I did do some research on your behalf and can share this link to PayPal's protection guidelines; there is no protection through their program for an item picked up locally/in person.
I can reiterate that Item Not Received protection through the eBay Money Back Guarantee for local pickup transactions would only be applicable when the seller has prevented the buyer from retrieving the item. To confirm this, we would look for a message from the seller stating, "I can't meet you", "I didn't meet you" or "I no longer wish to meet you" (or something equally clear).
You are still welcome to offer cash on pickup for your local pickup items as an option, but are not able to require this. Sellers are required to offer an electronic payment method for all of their listings, including local pickup.

Hi, Trinton, then "those few specific situations" should be spelled out in the verbiage in the Money Back Guarantee, and for what it's worth I did address your "points" for an INR in my post regarding "messages between buyer and seller confirming pickup" ~ see bullet point #3
Also, the NAD return was addressed in my bullet point #4 stating that all items that have working parts need to be accepted at the time of pickup in order to qualify for protection.
...and as an FYI, I just tried to find the Money Back Guarantee and had no luck. I found "questions" about eBay's Money Back Guarantee and lots of verbiage about the MBG, but couldn't find an actual copy of the MBG...I kept getting bounced back to the original search page for the MBG. Can you please let me know how to access the MBG...or has anyone else that is reading had luck finding it?

BUT.....you have to scroll and click in multiple places
! Who came up with this nonsense? Did eBay outsource this to a 3rd grader? This is as bad as the new resolution center!
Anyway scroll down to “read our full policy” and CLICK IT. Scroll again until you see “what’s covered” and CLICK IT!
You have to click a link to read every subsection! Wow! Utterly ridiculous and unnecessary!
