Using PayPal for payments

I've been with eBay & PayPal since the 1990's so they have all my PII/PPI, so I want to use PayPal instead of re-sharing information again just to get paid by the same company.

Per the California Attorney General's site, companies can not use Tying or Monopoly positions, so they can't block consumers from using PayPal. The question is how to make it work.

Short answer: you can pay here with PayPal, but not receive monies from any sales to a PayPal account. It no longer works the old way.

Buyers can use PyPal for making payments, but sellers cannot use PayPal for accepting payments any more.  Have you read the pages about Managed Payments? It's been in place for a couple of years, so I'm sure that if it wasn't legal the AG would have heard about that by now.

All sellers are required to enroll in the new MANAGED PAYMENTS.    EBAY no longer uses PAY PAL for their money management.

To enroll in Managed Payments you need to provide checking account (ROUTING# only) and social security# (for tax purposes).  Name on your checking account, social security card and EBAY profile page must be EXACT MATCH (or your application may be denied).

With the new MANAGED PAYMENTS when you make a sale EBAY immediately deducts "selling fees and shipping" then balance is deposited directly into your checking account 5-7 days AFTER sale is made.

BTW eBay was incorporated in San Jose, California way back when.  Bet eBay legal counsel is  not  breaking any law.

Ya' gotta git signed on to Managed Payments with all the info requested (even some personnel info like, s/n and checking accountto  get your funds from selling - eBay via an agreement with Ayden is now the Money Processor.  Just like you did withe PayPal when they were the $ processor.

Back in the old days, eBay made all sellers accept Paypal as the only way they could get paid by the buyer. No more checks, cash, money orders. eBay blocked all other forms of payment.  So, I would imagine at that time eBay & Paypal were running afoul of the California Attorney General.  Didn't seem to make eBay change.

Folks threw a fit when the Paypal only edict came down, just like when Managed Payments became eBay's law of the land.

I do recall at some point eBay did allow some obscure alternate payment methods, in addition to Paypal. I can't recall the names, they have been lost to the dustbin of time.

It's amazing the wealth of legal knowledge from the community. I think they are smarter than the state's chief attorney & law enforcement officer.  In the end it is up to their office, not us, right?

A seller sometimes requires a buyer to purchase a product that the buyer does not want in order to be allowed to buy a product that the buyer does want. Such requirements are called tying arrangements. Tying is generally illegal if the seller has some degree of control over the market for the product that the buyer wants.

Monopoly

A business may not unfairly keep others from competing with it. Businesses may and should compete vigorously to obtain and to retain customers. Growth through superior ability and efficiency is not illegal. However, a business with significant market power may not, without legitimate business justification, take actions that exclude or handicap its competitors.

Grew up on a farm, didn't  have any cows or goats - but lots of chickens, ducks, geese, hunting dogs and 1 horse - grew  lots of crops.  Would not  say those were the "good" ole' days.  Went  off to college and kept going 2  days after graduation to my first  job on the south side of Chicago  and found State, Rush & Division Streets.
