I glanced over the first four pages but didn't see a topic about this. A few of my orders from last weekend were incorrectly hit for tracking uploaded on time but no carrier scan. The items were sold on Saturday and Sunday and scanned Monday morning. Is there an open ticket for this issue?

I have no idea if there is a ticket open. You prompted me to go check my percentage after I finish this reply.
But about a month ago, one Monday I got an increase of 5% for not uploaded in time. FIVE PERCENT... that's huge. I checked and apparently all of my weekend sales were shown to be scanned in at around Monday 1155pm - 1205am Tuesday. I guess the automated system considered that one extra day handling time. Not considering that it's impossible for me to drop to the PO location on file that late because they close at 5pm.
Anyway, I explained this to CS agent. I had to do a lot of persuading but sh eventually agreed to "do something." Don't know exactly what she did but in the next two days, every one of those penalties dropped off. I had to tell her every listing affected though. I said "basically it's every listing in this report that is shown to be shipped on this Monday... it was about 70 transactions. You can try that and see how it works. Good luck.

By the way, I just checked mine. And you're right, I'm experiencing the same thing you mentioned. About 90 transactions for me. All sold over last weekend and shipped out on Monday 10/1. I tried looking at the tracking info on a few. Even though eBay says some of them were delivered already, if I go to USPS they give me an error page like this
Have you called CS yet? I can't say the problem is exactly as my previous one because I can't see the tracking details yet. But I will be calling them tomorrow on Saturday. Thanks for the heads up. Keep us posted on your issue.

That exact thhing happened to me about 2 weeks ago, only found it by accident as i was wondering if the seller dashboard still existed, found out it did so opened it up and had a look.
I called customer services and they corrected it. Apparently the communication between the USPS website and ebay had a glitch (that was what I was told)
i could have let it go as it was just one order but the order contained 10 plus items so every item was being marked as "uploaded but no carrier scan"
They had paid on Saturday and i had shipped with scan Monday morning.
You should probably call if its concerning you

This also happened to a seller friend of mine on that same weekend as the OP and me. So at least I know it isn't just us two.
@coffeebean832 Where are you located? I wonder if the issue is regional as maybe one main satellite branch is causing it. The main satellite for me is City of Industry, CA.

So I called ebay this morning about this. And yes, they confirmed that this is a known issue. But the agent also said they read the update to the ticket and it says it's already solved. My guess is that ebay's internal ticket system is really bad.
I got transferred to a case specialist, who also knew of the glitch. He said he has to re-open the ticket or start a new one or something and should take care of the listings for me before the next evaluation on 10/20. The last time this happened, I saw those penalties start dropping off in about 2-3 days.
So feel free to call ebay and add yourself to this ticket. If the agent you speak with claims that there are no reports about this... ask to get transferred to the case specialist dept (because your agent is lying to you and probably wants you to get off the phone with them).

There is some communication issues with USPS tracking and eBay tracking system. Some of my items are not updating to "delivered" when it shows it has been delivered by USPS for days... until I click on the tracking number on eBay... the item then changes to delivered on eBay.... but still shows no carrier scan on the dashboard, eventually the dashboard updates... although for some reason (maybe related) it is taking days for the dashboard to update... so far as many as 4 days... when the dashboard updates.... (so far).... the "no carrier scan" goes away. Tracking on eBay does show a carrier scan, it just never updates to delivered on eBay which for some reason is showing up as no carrier scan.... but like i said only some transactions. I have one right now.... and am waiting to see if it goes away when the dashboard updates.

This issue pops up a lot. They probably resolved it the last time it happened and closed the ticket, but it's a recurring issue so they need a new ticket or to re-open the old one. I waited to post here until after Thursday since that's when many aspects of the Dashboard update, I hoped it would resolve by then. I haven't called yet because it's only affecting a small percent of transactions from last weekend.

At least half of my transactions delivered Oct 2nd or later don't reflect a delivered status in seller hub.
The dashboard updates defects on Thursdays each week, maybe shipping stats are updated at the same time?

I live in Thailand. In order to get a tracking number I have to physically go to the Post Office with the package and have it weighed. The clerk then puts a tracking number in the form of a sticker with a bar code on the package and scans it into the computer along with its weight to generate a cost. I pay the amount and get a receipt with the tracking number--summation--it has been scanned and paid for before I receive a tracking number. Ebay dinged us for 5 none scanned items in a day. When I contacted customer support via twitter, the SCR insinuated that I had probably placed the stickers on the package, uploaded the tracking numbers and sent them to the post office at a later date. To counter this I scanned the receipt and sent it to eBay showing the date and time at which the items were processed and showing ther appropriate tracking numbers. Ebay said, the tracking program they used indicate the items were not scanned is correct (basically indicating I was lying). So, even in the face of overwhelming contradictory evidence, eBay was NOT willing to remove this from our performance rating and it lowered us to above standard sellers from top rated sellers for a period of a month.

alan@ebay- One other thing of note to this issue. When I tried to view the tracking from the Order detail/summary page on each of these the blue tracking history link/bar was greyed out/not clickable on the first visit.
Most of them do work now.
This sounds just exactly like the previous run of issues with the dashboard.
BUT, now the Uploaded on time but no carrier scan defect has yet to be removed for these and the count keeps increasing.
Am I expected to call on every single one of these to have it removed until it happens again?
And the previous report for the 4 Uploaded late from the SAME transaction that I was told would be removed because the buyer was International and using a forwarding service and CS verified this (please delay shipment request) through MM is still there after 2 months.
We're now penalized for following a buyer request?
And How are we getting hit 4 times for the same transaction too? - That's just absurd.

Hi @coffeebean832, we've received reports of shipments being marked as having tracking uploaded late but so far this has been deemed a cosmetic issue only (as the correct information is being recorded in your full report). If you can give me some item numbers that this is related to I will be happy to double check for you!

Well this thread explains a lot. I have a late shipping rate of about 8%, and I've only shipped one item late, all my items show an initial scan within the timeframe required. I've never called eBay or asked about it, but I guess now I know why it's been off.

As of yesterday it showed X number of affected transactions on the dashboard overview and when I clicked on Full Report 50% of those transactions appeared in the full report. As of today the overview still shows X number affected, but the Full Report is now blank.
As of yesterday it was affecting my actual rate, as of today it's a cosmetic issue. If I see more items pop up in the Full Report I'll let you know. Thanks @Anonymous
