Hello, I sold two same item to the same person "Sold via promoted listings" the buyer didn't paid and eBay credits the final value fee but not the "Ad Fees" why if transaction was not completed??

An unpaid item case doesn't get your back listing fees. If you relist and the item sells the second time you will be credited the listing fees but I don't know if that includes promotion fees

While we are on the subject of refunded fees---I have had a rash of remorse returns. It hadn't occurred to me previously that the FVF on the shipping (which is pretty much used to ship my item) isn't refunded upon return of items.
I don't refund it to the buyer, but didn't exactly get to keep it either. After awhile that starts looking like real money--especially for heavy items going across the country.

With paypal starting to keep their cut on refunds starting next month on refunds of returns and transaction cancellations, where a payment is involved, it is going to be expensive for many sellers.
Many are going to have to rethink their current selling strategy to make up the additional cost.
I`ve read many comments that early opt. into ebays managed payments may be the move to make but, I suspect if paypal is keeping these fees, ebay will soon follow the same strategy as their next cash cow.
The only other alternatives I have come up with to make up these additional costs on refunds would be to A) raise the price, which won`t work under today`s race to the bottom selling conditions or B) offer free returns and withhold the additional costs of refunding when refunding.
Option B will be a moral struggle for many. There never seems to be a moral struggle when squeezing the seller to the breaking point though. I`m fortunate I`m not going to face this dilemma because from my veiwpoint it looks like a lose/lose for many sellers no matter what they do.
