USPS site says, "USPS was unable to deliver your item as of 3:44 pm on March 12, 2018 in WILMINGTON, NC 28403. The address may be incorrect, incomplete, or illegible."
On eBay it says ...
The address is correct. Buyers problem or mine? If i get the item back, do I have the option of refunding minus shipping even though it was a "Fast n' Free" listing?

Buyer's problem. But, what I would do is refund when I get it back when this happens. Shipping to the same address again might just add to the problem. The buyer might be able to call the post office or go down there and intercept it before they send it back to you though. I'd definitely suggest that to the buyer as well.

You have to refund in full since shipping was free. It might have been a PO error. Did you check the address verification on the USPS website?

so did i just get two conflicting answers? because if I have to refund in full it's my problem. the address is correct.

It's interesting how eBay has marked the status as Delivered anyway.
This might just be a scanner setting error by the carrier. Have you heard from your buyer? You may not actually have a problem here. I would suggest you just sit tight and check again tomorrow to see if it's cleared itself up, or if there is any other activity logged.

But if the buyer gave the right address, why is it there problem? This is why I asked if you checked the address on the USPS website. If it’s a PO error and the package comes back to you, eBay will make you refund in full since shipping was free.

i checked the address on USPS website.
don't know. looks like i might be a-ok. eBay has the package marked as delivered and ...
"It's your responsibility to ship the item to the address on the eBay Order details page or the PayPal Transaction Details page. It's the buyer's responsibility to have the correct address on the transaction.
If you shipped the item to the address on the eBay Order details page or the PayPal Transaction details page, and it was returned, contact the buyer to work out a solution. If the buyer still wants the item, the buyer should reimburse you for the additional shipping costs. If you'd like, you can send the buyer a PayPal invoice for this cost.
When you ship an item, be sure to use tracking and upload the tracking information to My eBay. You can also email the tracking number to your buyer."

If that's really how it plays out, I'll of course give the buyer the choice of having the package re-delivered at cost. or refund minus the hidden shipping cost. though @a_c_green is very likely correct about it being a scanning error. i used to work for UPS. those machines have lots of buttons and you use them in a hurry.

Did you check to make sure the zipcode of the attempted delivery matched the one from the address? I once had a package get that scan when it was accidentally misrouted to the wrong post office and then sent out for delivery in the wrong city. USPS caught their error, sent it back to the local sort facility, and then it was delivered to the right place the next day.

and i contacted buyer encouraging them to contact their local post office and request a re-deliver. tracking does not currently say it's coming back to me. at least not yet.
Good, that was excellent of you to do that. FWIW I don't think this is your problem, you shipped to the address you were given and IF its not deliverable for some reason, its not your fault either. The problem is, its been said by the blues that when an item is undeliverable as address due to no fault of the buyer, ebay expects the seller to refund in full and the buyer would win an INR.

buyer didn’t reply to my message but tracking number says they picked it up from the post office today. happy ending.

You need a sony mavica if you want street cred on the boards. Some of the hard core posters here are still using them to photograph their bric-a-brac. It's why there is a market for external floppy drives on ebay.
