I've attempted multiple times to use Markdown Manager to create a % off sale, and all items that I choose are repeatedly NOT discounted and are marked as "Price Skipped" in the Promotions Report. It's my understanding that "Price Skipped" means that the product has had a price change very recently, so it doesn't qualify for the sale - none of the items I put in the sale have had their prices changed recently, so this should not be happening. Is anyone else having this issue?
It's extremely frustrating that I cannot use basic EBAY features to increase my sales, because they're glitchy and just don't work. EBAY wants to compete with other marketplaces like Amazon, but their Seller tools are garbage, there's nothing beyond the most basic sales reporting, and half the time the Seller tools don't even work.

Have they been listed for at least 14 days?

You will no longer be able to put items on sale that have been on sale within the previous 14 days. I am having the same frustration and this is the most ridiculous update I have ever experienced.

Did they announce this somehow? I was also having problems, so I ended a bunch of sales in order to "fix" the problem. Now I won't be able to put them back on sale??

If you list items and then want to put them on sale right away, it's not a sale, and eBay has decided not to let you call it a sale. It's unfair to sellers who are using the tool honestly. Businesses that pull that stunt get fined, because they're breaking the law.

It's not against the law for a business to run a sale, that's the stupidest thing I've read on the internet today

I've had the same issues and came here to find out what the issue was. Now that I know, it doesn't make sense. If I end one sale and want to start another at a different discount rate I can't do that for 2 weeks(?). Makes no sense. So I (and Ebay) will lose business and $. I understand the thinking of listing an itme and immediately putting it on sale as a bad thing but items that have been list for weeks and/or months shouldn't be affected.

If an item has been on sale for weeks/months, it's no longer a sale.

That is not what the poster is saying.
It is illegal to put up an item at a rediculously high price, a price you would never sell it for. Then 30 minutes later slash it in half and call it a 50% off sale.
Stores who did it were fined.
So we are all paying for sellers who played that game.
