Unable to Invoice Multiple Purchases

I have been unable to send invoices after purchases. Does anyone know why this would occur? I'm having to refund buyers to combine orders. Is there something in the listings that's causing this issue? It's not a huge issue, but it's annoying and requiring more communication with buyers.

If they were sold through offers and the buyer's account was part of auto-pay offers, then their payment method is provided upfront and processed automatically after the sale.
If they were sold through EIS to international buyers there is currently no combined shipping through EIS (that will change before end of year).
So if you're regularly combining shipping on multiple best offers, there is a setting you can uncheck on your buyer requirements page down at the bottom that forces auto-payment.
