yes USPS offers it to all..everyone, but it is not always the cheapest or best way ...be sure to look into the different ways to ship ...which depends on your item

USPS Parcel Select Ground

ALl USPS commercial rates are available to ALL eBay sellers.

However, Parcel Select Ground is very slow (3rd class surface mail) and costs about the same as much faster Priority Mail. At least up to about 18 lbs.

I suggest you look at the USPS rates published online to make comparisons:

Parcel Select and Retail Ground are the exact same service - the old Parcel Post.

The difference is Parcel Select is available online only, and is at a lower cost.

Retail Ground is available at the Post Office and the retail rate is charged.

Same service - PS available online only at the commercial discounted cost, RG available at the PO counter only and at the higher retail rate.

USPS Parcel Select Ground

The correct name for the online version of 3rd class surface mail is Parcel Select - Ground, as indicated in the OP's question. The term "ground" refers to surface transport and also differentiates the service from Parcel Select - Destination Entry (which is not applicable to eBay). The retail version is called Retail Ground. It is not available to Zones 1-4 except for hazmat and specialized contents. ~~C~~
