I have a buyer who opened a claim with EBay saying he never got an item. USPS tracking shows it was delivered to his front door. I used Ground Advantage. Can I file a claim with USPS?

Actually, USPS Ground Advantage now covers up to $100 insurance with the purchase of the label. This covers both loss and damage. In the posters scenario this cannot be used though.

Yes, I am aware that the buyer can be told he needs to contact the USPS because they will have a record of where it was actually delivered. They won't tell him the address but they will tell him if it was not his.
That's not the same as filing a claim.

But you did that as a buyer, correct? I think maybe the confusion between you and @soh.maryl is that the OP is asking if they should file some kind of claim as a seller. The only reason a seller might pursue that avenue would be if they had to refund the buyer via the INR claim on eBay, so then the seller might seek to compensate him/herself because USPS delivered to the wrong address.
But in this case, this seller will never lose the money to an INR refund in the first place, as long as they follow the advice to re-enter the tracking number as their INR response.
