just another way as a seller we get screwed without notice and no way to protect yourself (except to charge more for your items “just in case” buyer uses foreign bank acct / credit card / funds.
noticed a few bucks missing from most of my last few sales. Each time it turns out the buyers (allegedly - have to trust ebay, who always has zero accountability and even less morals, decency, or HONOR - WHAT SO EVER) all used foreign funds/accounts. That somehow became my problem and expenze now - even when i dont ship or sell to buyers outside the US.
ON TOP OF paying ebay 12% of the buyers tax ! Which i never see or touch, but somehow i pay a 12% commission on !! As if i profited from it, hell i didnt even get to collect it !!
on top of the 12% i already pay in commission fees on SHIPPING COSTS !!
Unreal ... soon ill owe ebay money for items i sell, i may just forego the item sales and just send ebay money directly every week
Whats next 12% commission fees on my 12% Commission fees? And a fee for the fee thats for the fee for the other fee...who does business like this?
was a great ride while it lasted... now a low value / hi risk / low reward waste of time ...awful

It's not US buyers using Foreign bank accounts. The problem is International buyers using Freight Forwarding services to circumvent blocks on buyers living outside the US. The only remedy is to cancel the transaction citing something is wrong with the buyer's shipping address. Eastern European buyers use a plethora of services from Delaware, for Asia they're on the West Coast and for Central and South America Florida has services. Usually the sales stick out because of the industrial sounding address and extra identifiyng numbers and obviously if you look you'll see the buyer is registered in another country.

Bad advice. If the buyer decides to report the seller for cancelling and the address is a perfectly valid address (in other words, if there is in fact nothing wrong with the shipping address), the seller can get in trouble.

You are right that buyers overseas using freight forwarders will normally be paying with foreign credit cards and you will be paying 4.4% rather than the domestic 2,9% Paypal fee.
I believe the MP fee is slightly lower, but as a Canadian seller, I am not too clear on US PP charges.
OTOH-- overseas buyers using freight forwarders give up most of their protections under the Money Back Guarantee. And you got a sale that would not have happened at all without the foreign buyer.
It's up to you to decide if the added sales are worth 1.5% more in fees considering the extra Seller Protection*
*EBay likes freight forwarders so much they have their own forwarding service which many sellers have happily signed up for. It's called the Global Shipping Program and offers excellent Seller Protection. Once your parcel is delivered to the GSP plant, the MBG basically ends. Canadian buyers hate it.

Nah. On another account I sell exclusively witinin the Coin and Paper Money category, and the Bullion category. I do not ship any of those items outside the USA, period. Full stop. Many of those items can not be legally shipped to other countries, and I have no time nor the inclination to vet foreign buyers for those types of items. Nor do I care to take the risks. So because of that I canceled 14 transactions in 2020 using "problem with buyer's address". I canceled a couple more than that in 2019, and I have never received any sanctions from eBay, when i do this.

Just look at their feedback left for others. If they are a happy customer for other people then ship to them. If they leave negative feedback for half of their transactions maybe you can leave them a negative experience of your own.
