Trying to list and getting this message

While trying to list, I have had to sign in with each new listing.  Then I got the following message.  Is anyone else experiencing this?

IDK if it would help, but clear your cache and cookies before trying again.

EBay has been experiencing some technical difficulties today. Hopefully the issues will resolve soon.

I have work on my account to get done and got locked out, reset password. I'm tired of all the issues.

I was able to get back into my account and start listing again.  The problem lasted only a half hour or so.
