All of the ebay guidance on how to find this seems to be either wrong or outdated. It's giving me instructions that seem to be for an older version of the seller page (ex. it's telling me to click on "Reports" on the seller Payments page and select a date range, but there is no such link or option). I'm just going in circles trying to find this EXTREMELY basic information and it's driving me crazy.
Ebay didn't issue me a 1099-K. I am slightly below the threshold where it's mandatory, but I thought there would at least be some kind of summary available for easy tax reporting. I am looking for a calculation of total sales, total fees paid, etc. I can get monthly summaries of transactions, but they don't total up fees paid and I really don't want to go line by line through hundreds of transactions to calculate those.
Any help would be appreciated since ebay itself is as useless as ever.

All the basic information you need is on this page...
just pick "Last Year" from the dropdown....
You can download a .csv or a pdf from here, too.....

EBAY has "easy to read" 1-page report that shows YTD totals for (orders, refunds, EBAY fees, shipping expense). Go to Payments, Reports, REPORT (NEW) and select LAST YEAR.

I found a nice, one page report that summerizes 2023. It will be a great help when I do my eBay-related income taxes.
In the Seller Hub,
Click on the Performance tab in the top bar
Click on Sales in the left hand margin
In the drop down menu, select Last Year
Click the blue Generate Report button

I don't have any "Reports" or "Report (New)" option. I just get a list of monthly statements.

On the link that @monica-sells gave you click on the arrow in the “current month” box and change to last year.

All I know is the latest communique from eBay says the reporting threshold is $20,000 in sales. What it doesn't say is whether that's gross sales or net sales. Does anyone here know for 100% certainty which it is?

It is the total of all funds processed on your behalf, the item value, the shipping charged but NOT any Sales Tax charged to the buyer.
It includes sales that were later cancelled or returned with a refund.
Into your life it will creep

In addition to the suggestions from others you can also go to your sales section on your seller hub.
Click on the little > at the top right to get the following screen. Click on the drop down arrow and change the period to last year. Then click Generate Report button.
You will get the following high level information. If you want all the details you can run several other reports but this may give you a good starting point.

You need to sign up for the Seller Hub first. (Just search for Seller Hub in the Ebay search).

When doing this you total everything up but comparing to the 1099 you don't include the sales tax? So I would deduct the shipping the buyer paid, + any Fees by ebay like commission, advertising, subscription etc correct?
And would I also then deduct refunds?
Trying to figure out how to reconcile all of this but the information is kind of all over the place when I search.

No. The total on the 1099-K includes the total that the buyer paid for the item, shipping, and handling. Then on your tax return you would deduct expenses such as eBay fees, the actual amount that you paid out for postage, and any refunds given to buyers. Don't even think about sales tax -- it's not on the 1099-K and it's not a deduction.
