I posted an Buy It Now item which was sold. I immediately got an email from EBay saying the payment was “on hold” and suggested to wait 24 hrs to ship. When I look up the item on my Selling list, it says the buyer has not paid for the item. When I go through the Help menus for the transaction and it says the buyer account has been removed or suspended, but I am still able to communicate with them via EBay. They say they paid using a PayPal credit card for the first time. Trying to figure out if I should wait or cancel the order?

My first thought... if the buyer's account has been suspended, you could cancel as 'Problem with buyer's address', since you can't ship it. Once you do that, you're free to relist.
Another thought (but usually my first recommendation)... you could file an Unpaid Item Dispute, but as you've presented your scenario, I don't think you'll ever be paid. Filing the UI ultimately protects all sellers the most, but you'd have to wait several days to relist your item.
To answer your question... this wait is 'normal' with bad transactions. Good buyers will pay you... it's not a seller's "problem" to wonder what went wrong on a buyer's end. Good luck.

Do you see it marked as 'Paid' in PayPal? Don't ship that soundbar until you know you're paid. Good luck.

No, it still says ‘waiting for payment’, and I intend to wait until it says paid. As an inexperienced seller, I was wanting to know if this “wait” is normal, or if I should continue to work with buyer to figure out why payment has not gone through, or just cancel the order all together?

Cancel the sale. Nothing good is going to come from this transaction. I'd avoid any more contact with the buyer.

I would do the unpaid item dispute. AND block that buyer if he doesn't pay. DON'T ship until money is in paypal.
Though if paypal doesn't have the money yet, you haven't paid them any fees(which will be lost if transaction falls through). So maybe cancel before getting paid? I would check with some of the more experienced people in the community.

I'd NEVER ship to someone that is no longer registered. There's a REASON they're no longer registered and it usually isn't good.

Update: I talked to EBay support and they confirmed payment has been received. Apparently there’s a glitch in their system.
