Trouble with Promotional Shipping

Hello, 

Im fairly new to ebay and am looking to become more competitive with my sales and pricing.  I sell fairly cheap items ($5-$6) so the shipping on single purchases has become too expensive for my liking. 

I looked into Promotional Shipping and it seemed to be the exact solution to my problem. Unfortunately, it appears to not be working properly. I read a few guides on how to do this and I feel as if im doing it properly. 

Here is what happens:

- I go to my account and site preferances and enable my promotional shipping. 

- I set my promotional shipping to offer free shipping if $10 or more is spent.

- I go to my active listing and try to revise it. There seems to be no option to select the shipping to promotional. 

- I read that it sometimes doesn't apply to active listings so i relisted the item but still don't have the promotion available.

Any help with making this work would be greatly appreciated.

I don't believe the Promotional listings are available except to stores, which you don't have on this id.

Also, your 4 listings show free shipping on each listing.......so it would do no good to promote free shipping if you already have free shipping.

It's available to all sellers.

You have to check the box in each listing that says to add your promotional shipping rule.

I altered the prices and changed to free shipping because I couldn’t figure out the promotional shipping issue.

However, I didn’t know that it was strictly for stores so you cleared a lot of things up for me.

I’m not seeing the box unfortunately. 

Is there any way you could walk me through the process? 

I looked through the options while revising an item and also while creating a new listing and  didn’t see the option. 

Just to clarify, I set up the promotional shipping properly through my account but can’t get it to appear on any listings.

Sorry for for bothering you it’s a shame Ebay doesn’t have live chat to correct these issues with ease.
