Hi! Is there anybody who can explain this to me; I recently found a seller who's got the top rated plus seal on their listings and so forth, but they all state that the seller doesn't accept returns. I was under the impression that you must offer 30 days minimum free returns in order to have that benefit, but I guess I've missed some part of it? If anybody is able to explain this to me I'd be more than grateful!! Thanks!

Whats it really matter, ebay makes sellers return or refund either way, so you are fine.

I've been blessed with great buyers only so far so that hasn't been an issue personally, I'm more curious as to how it works

Altho they may be Top Rated, That one item you looked at will not be sold as Top Rated. They may offer returns on 1 item out of 1000 and still be Top Rated.

Does the statement about not accepting returns appear only in their Description? The TR-Plus badge is based on whatever the seller chooses for the "Shipping and payments" section of the listing; this will also show at the top of the listing, next to "Returns:".

No, it's in the listing as a whole on all parts you mentioned, not only in the description!

Perhaps the listings you are referring to are within the stated exceptions?

So then they get the badge on all listings just because one of them qualifies? That's crazy if so!

Those exceptions don't apply here. As that linked page states at the top of the list of category exemptions: "In some product categories, we'll extend the discount benefit (but not the seal) even if you don't offer 30-day free returns". Even in those categories, 30-day free returns are required for the TR-Plus seal.
Well, now we all need to know what listing this is! Or at least some BIG hint so we can look it up.

@nobody*s_perfect Agreed. The OP really needs to point us to the listings, because we might be able to answer the question a lot easier if we knew exactly what she's talking about.

Don't know what you're angling on, but, per eBay's Money Back Guarantee, if a buyer opens an item not as described case, the seller has to allow him to return the item for a full refund.

Can I post their store or listing here or is it against the rules? I'd gladly do it to just to get some answers but we're basically 'competitors' and I don't want to come across as being petty, I'm genuinely just interested in how they get the badge
