When I go to list my items, say shirts in the women's category, why would one be stating that I don't qualify for top-rated seller discounts while the other does? They are in the same category.
I am not talking Top Rated Seller Plus.
The message at the top of the screen says, "View all listings that don't meet the service requirements for Top Rated Seller discounts" One of the listings has the little purple info thing and the other does not. Just curious because I see this all the time.
What would make one qualify and the other not?

Usually it is not having 30 day free returns (14 day in some categories)
did you check that?

The requirements for TR-Plus and the TRS discounts are very similar. Some specific categories and situations don't require 30-day free returns in order to get the discount; you can see the list here. I'm pretly sure that CLothing is not an exception, so you won't get the FVF discount on linstings for which buyer pays returns.

The items are in the same category. Women’s clothing. I have seen this happen all year and just ignored it but now it has me curious.

I checked one of your listings in women's clothing and it says "Buyer pays for return shipping." So it wouldn't be eligible for TR-Plus or for the discount.

That is for top rated plus not just top rated. What am I losing out being only top rated?

In a sense yes. Because on one shirt I don't qualify for Top Seller service requirements. It makes no sense. Both listed on women's clothing, tops. I will get this same thing when I list jeans.

I wasn't aware that there were discounts for TRS other than the TRS+ discount (aside from a discount on postage).

That is what I thought too. And I do get my discount on postage on all of my items. Wondering if there is something else I am missing.

As a Top Rated PLUS Seller, you get 10% off final value fees, as well as a seal on your listings, when you offer same or 1 day handling time, and, for most categories, a free 30 day return policy.
So top rated plus - you must have same day or one day handling shipping. And you must offer 30 day FREE returns for your items except in a few categories you may do 14 day free returns. Clothing is not one.
To be top rated seller you must maintain certain performance standards, also. In exchange you get certain benefits like seller protection. See the link, generously provided by ms*havisham
