Okay somebody purchased a jewelry box for me, but I was late shipping it out because I work a lot. So they changed her mind and they didn't want it anymore so now I had to pay them their refund the whole refund out of my other Bank account even though I still never even received a payment from them so basically I am paying them just to look at my item and then change their mind so basically it's like okay well I'm going to give you $85 just to look at my jewelry box and that's it do I get my refund for that because I've never received a payment in the first place

That changes NOTHING.  It is YOUR responsibility to ship within your stated handling time on the listing you sold from.  If you can't ship within 2 days, the do NOT use a 2 day handling time.  

 

You DID get paid by the buyer, but because you are a new seller, the funds are on hold.  This is another one of those things that had you of done your homework before selling something, learning how your funds are processed is an extremely important piece of information.

 

This is still your fault for not following the rules.  How many hours  you work for an employer does not matter.  You should not list things for sale that you are unable to ship within YOUR stated shipping times.

 

Ebay has had a rule for many years that pertains to New Seller and sellers that have been away from selling for 90+ days. The following is the policy that outlines why you money is likely on hold.

@darcr_4806 , much hinges on a seller’s familiarity with eBay policy. I assume this matter was complicated by the fact  it didn’t seem reasonable to you to ship before the payout hit your bank?

 

But more seems inferred, if i understand your statement. It suggests you believe  respondents are missing the point entirely. That if forum participants did grasp your dilemma, few would consider this failed transaction to be your fault, and therefore would not hold you accountable.

 

In addition, are you saying that, due to mitigating factors (some perhaps beyond your control—such as time constraints from your primary work)—that you were absolved (at least somewhat) from your obligation to follow-thru?

   Thank you for posting this. I keep a dry erase board on the wall above my monitor with sellers I won't buy from. Either from past bad experiences or from these forums.

  You are now on it. Shame because you have an item I like, maybe would have found on a search. 75% positive feedback score would have done it anyway though.

To begin, it is your fault for the long delay in shipping, so there isn't any blame on eBay nor the buyer.  I do not refund until the money is received by me.  Once it is available in my eBay acct, then I return the money.  I do not know how you pay out of a bank acct.  As far as I know, eBay does not give that option. Unless you are paying with a cc & then using funds to cover that charge.  I would explain I cannot refund money that I have not received yet.  Nothing unfair is being done to you.  If you plan on continued delays in shipping, it is best to update your buyer(s) with that info to see if they are okay with waiting.

New sellers that have their funds on hold should NOT do as you suggest.  The OP is clearly wrong in what they are doing about their shipping.  It is highly likely they will not be a long term seller if they continue down this road.  

 

The OP needs to refund the buyer out of their money ASAP.  AS I suggested earlier, once they process the refund, they can contact Ebay and ask them to release the funds on this specific transaction because they have issued a full refund to the buyer.  That usually works.

 

But to hang onto a buyer's refund for 30 days before processing because their funds are on hold is simply not something ANY seller should do.

Why did YOU put a 2 day handling time if you are going to make excuses as to why you can't ship within that time? 

You can put up to 30 days handling time....
