Hello,

I received this message with a best offer (for exactly the same price as the buy it now),
"Hello seller pleasure buying from you. This is the buyer of your item on eBay Kindly accept my offer because it looks like exactly what i want. kindly reply back to my #cell"

From what I can tell it is a scam, since the buyer wants to communicate outside of eBay, but wanted to check here to be sure.
If it is a scam, how do I go about reporting it and blocking this user?
