I understand the must be listed for 14 days before a sale can be done for newly listed, and I understand the rules that say the price must be unchanged during those 14 days.
But why on god's green earth is ANY revision counted as a change for the purposes of excluding items from sale eligibility?
Is this intentional, inept & hasty coding or what?
You should be able to edit anything BUT the price and still have that item be eligible for the sale criteria.

Right! They supposedly did this so buyers wouldn`t raise the price and then put items on "sale" so what gives? At this point I`d have to guess it`s incompetence.

I am working under two assumptions:
1. eBay changed the policy in order to help establish a clear baseline price for items that later go on "sale".
2. There are sellers that would take advantage of whatever is available to bypass the new policy.
So I can see why some revisions like title, shipping, best offer and maybe even photo would set the clock back to day 1. This is of course inconvenient for honest sellers who have legitimate reasons for those revisions.

brian@ebay tyler@ebay Can anyone shed light on why the 14 day clock is resetting even when prices are not changed?

I have not been experiencing problems with any changes to listings other than price. Everything has been going on sale weekly other than new items or others with price changes.
A couple of weeks ago, I did have to run a sale event a 2nd time to catch ~175 items that were missed when I ran the original sale event for that week.

this is a complete DISASTER NO one at ebay has a clue about running a retail business we have over 5000 items all set at 30 Days and Auto relist if the items don't sell but now with this nonsense 14 day rule i have to wait 14 days before i can put it on SALE what a joke ebay wake up it's the same items i have in active for a month or two or more this is a joke it's our Money it's our merchandise it's our inventory it'a our business we should decide what and when we want to run a SALE NOT EBAY
people love and want to buy stuff on SALE if its not on SALE NO ONE IS BUYING our business is down by 60% and iam sure alot of hard working sellers are in the same boat for God's sake put back the mark down manager back to the way it was and leave us alone to run our business
