I ship the same day if the buyer pays. I try to minimize the time a buyer has to wait for their item to arrive. I'm curious how this cancellation issue will affect those sellers who have already shipped an item when the buyer wants to cancel. I would have already purchased the shipping label. Will the seller be refunded the cost of the shipping?????

What would happen? It's the same thing that would happen if the buyer sent you a message with a sob story about how their kid accidentally used their phone and bought by accident and asking you to please please cancel. You can choose to accept OR decline. Up to you.
NOTHING has changed! Instead of a buyer writing a sob story message begging a seller to cancel, now there is a button they can press to REQUEST a cancelation without the sob story. In either case, the seller can accept or decline the request.
Thechances of fake INAD return request if a seller chooses to decline the cancelation is about the same in both cases.

Yes, if the label has not been used (i.e. package has been Accepted by the carrier) then the cost will be refunded. It's not immediate; I think (in the case of USPS anyway) that there is a waiting time of about 2 weeks before you're credited for the unused label. (As noted above, this is not new; it's the same process as before.)

It was possible in the past for a buyer to request a cancellation after an item had been shipped. The new cancellation rules do not really change that.
If you have bought a shipping label and not put the item in the carrier's hands, you can cancel the label and the carrier will (eventually) give you a refund. If you have already put it in the carrier's hands, the money is gone just as it was in the past.
