Buyer says - "eBay has a hold on my account" so he can't pay thru ebay with paypal. This is a 'story' correct. - if ebay has done anything to his account he wouldn't be able to contact us thru ebay and his listings would have disappeared. And he would be unregistered with all his feedback removed or not a registered user with the fb still showing -

An ebay hold would not "Unregister" a buyer's account and would not remove their feedback. Ask the buyer if they would like to cancel the transaction.

If they can't pay us then why are their listings still up - could they not be able to pay out but still take money in? Don't sound right.

Well, I'm not seeing any recent big-ticket sales on your posting account here that would suggest a scammer. What I think might be possible is that his PayPal account has gone negative, and he can't use it for payments because any money that does pass through it will get intercepted to pay off his negative balance.
That's just a guess on my part, but you have no obligation to change your payment requirements. You could ask him to mail a USPS Money Order, but not a personal check, and you'd still be waiting around to receive that. I would ask him if he wants to cancel instead.

The buyer doesn't get our mailing address anymore, right. We would have to ebay message it to them. Would ebay let it thru.

I see a flaw... if the PP account has gone negative, it can't be used, period. So to say that providing a PP addy will solve the problem is nonsense.
Just to point out, scammers can use some very real looking cheques. Someone used our work's address to send out a bunch of fake cheques and a handful of them came back to us. With that an investigation could be started regarding the fake cheques that were sent out "from" our location. (And yes, they were totally fake, our cheques are issued directly from the bank and mailed out from there to our customers).

I didn't say that, nor did I suggest accepting a personal check. A USPS Money Order is a great payment method as it can be cashed on the spot in any post office for full face value, and the package can be mailed in the same visit. (This does not deprive eBay of any Final Value Fees either.)
As for providing a mailing address to the buyer, I think the buyer's email and phone are visible in the Purchase Details record for the transaction, accessible via the Sold Items page.
(While this is not eBay's preferred payment method, it's not the seller who is giving up protection on the sale, but the buyer.}

I can't tell what the time frame is, by your post. But, I do know this: pay pal can place a temporary hold on anyone's account for security reasons. And other reasons too as stated in the above posts.

Yes, that buyer is all a story. Insist on the PayPal payment. If they don't pay file the UPI (unpaid item) as soon as you're able.
It's another version of a variety of scams.

SCAM!!
Never send your contact info thru eBay messages, that is patently against the rules. Never give a seller your PayPal email address--they do not need it to remit but they will send you a fake PayPal email declaring they have paid, when they have not. Last but not least, checks and money orders cannot be accepted by sellers (except for a few limited categories), they are also patently against the rules. Since the "buyer" wants your Paypal email, especially after saying his Paypal doesn't work, I would say that this is a SCAM and you should have NO MORE conversation with him, just file a non-payment case against him, which will get your fees credited to your account and allow you to re-list the item AFTER the Non-Payment dispute is closed. You can file it 48 hours after the listing closed, then you have to wait 96 hours for him to pay (he won't) before you can close the dispute. Repeat - this is definitely a SCAM.

Buyer is trying to get you to send them your email address or phone number so he can send you a very real looking fake Paypal payment email, hoping you're too naive/ignorant/greedy enough to ship without verifying payment.
Don't do it. Cease communication and file the unpaid item dispute 48 hours after item purchase.

I would lay heavy odds that it is a scam.
You'll either get a NSF or fake check or a fake PayPal 'You're got cash', and you will get it just as soon as you upload tracking to prove shipping.
Of course, it could be the glitch du jour, but somehow, I don't think so.

Thank you everybody, I knew this was male cow defecation from the start but my new super nice to everybody hippy dippy business partner needed to have it proved (all of you saying the same thing as me is proof)
'Buyer' was blocked seconds after the original message (DUDE! ebay harshed my buzz man so I can't pay ... or something like that) and the NPB opened 48 hours and one nano second after the sale ended. And as we have six more of these it will be relisted before the NPB is closed.
