Buyer says - "eBay has a hold on my account" so he can't pay thru ebay with paypal. This is a 'story' correct. - if ebay has done anything to his account he wouldn't be able to contact us thru ebay and his listings would have disappeared. And he would be unregistered with all his feedback removed or not a registered user with the fb still showing -
Right?

Ok so the buyer can't pay, is that the problem?
I see you resolved it, good for you.
Because if it's a BIN item it should be Immediate Payment Required, all messages aside either they can buy AND pay for it so you can ship it or you can feel free to ignore any requests for alternate methods of payment.
And if it's an auction and they won you need to file an Unpaid Item Dispute, and follow through.
It's just that simple, I most certainly wouldn't let a buyer off with a cancel on this note but your site preferences have to be properly set or it won't work.

It's not a "story".
It's a lie.
You will never see any payment. If you get a cheque it will bounce. It may bounce after you have shipped.
Back in the 20th century, eBay moved to Billpoint and then to Paypal to get away from all those rubber cheques and fake money orders.
Is his FB more than a year old?
He has hijacked an abandoned account.
That's why there is no PP account attached.
He may even have uploaded some listings for vapourware, scamming both buyers and sellers.
Actually if you do get hold of Trust and Safety, ask them to check the account for the possibility of hijacking.
I am old and cranky.

OP here -
"He has hijacked an abandoned account." - no it's his account, no one else would want it. I don't want to judge him but ... let's. Of his 79 listings 107 have something to do with Loretta Lynn and he 'bought' a radio station top 40 survey with - you guessed it - Loretta Lynn at number one with that classic song "The cow sat on my chickens" from us. - He is located in Lawn Couch, Tennessee, with three 'first' names (Billy Joe Bob), has Nashville in his user ID, has been leaving 'Lying Yankee' positive negatives for years, and got '[user ID] is worthy of a preemptive block' and 'never paid' as replies to positive feedback he left to sellers ...
47 hours till NPB closing.

In Canada we usually use British English. There are a number of words we spell differently. My spell check usually catches things and puts them into American English, but cheque/check is not a word it catches (except to tell me I spelt it wrong).

OP here -
NPB case closed his morning and ten minutes later we noticed he's now listed as 'not a registered user' so I guess it was a story.

Yep. The buyer was peddling porky pies.

here
This just keeps getting better and better - Not only is he no longer 'not a registered user' but he opened an item not received case (his comments - EBay will be fixed. I gave you several options how I could pay you never answer any messages) this morning - Non paying bidder case was closed 6/28 - 7:07am mountain time, item not received opened 6/9 - 9:35am and closed by Customer Service at 9:56am.
How could he even open a case?
