I made a listing and listed it as availble of 2 quantity but only have 0ne quantity left. Buyer purchased them both before I caught my goof up.
Question is can I give here a partial credit for her order through Paypal or Ebay if she agrees to it or must I credit her the complete order and let her rebuy if she wants.

Call eBay and ask them how to resolve the issue without you getting a defect and see what they say.
Or you can ask the buyer to send you a cancel over for you to approve then make a buy it now for her for the one item and send her the link as soon as you put the listing back up.

You can probably refund but you will still get dinged for not having tracking or a scan on the "second" item.

Contact the buyer and let her know you made a mistake and apologize. Let her know that if she still wants the one you have you will issue a paypal refund for the second one. If she really needs two then tell her you will cancel the order and refund her entire payment.

Without contacting the buyer first?? As a seller who sometimes makes a fortunately rare mistake I've found owning up to it and letting the buyer help decide what action to take is basic good customer service and may help the seller avoid a ding.

Thanks for the info and input. I sent an ebay email yesterday to the buyer as soon as I seen what had happened. I have had no response as of yet. She is a veteran to ebay so I'm sure she will be fine with this issue but I mentioned a few ways of resolving the issue in my email. I will wait a couple more hours and give her the oppurtunity to let me know how to resolve it and then contact her again letting her know I need to cancel the complete order and relist it for her if she still wants to purchase it.Thanks much Dennis

No, she needs to cancel it and you then agree, then you don't get hit with a defect.

Not exactly a loophole, but yes, you could send one if they accept that, and give a partial from PP thru the transaction. You won't get your ebay fees back, though, from the one you refunded. You will get the partial PP fees refunded.
Jus keep everything thru ebay messages and state the reason for the refund when you do the partial thru PP. You should be OK since the quantity came in on one order(correct?).

If the seller only sent one item, the buyer can file a not as described claim.

That's why I had said to keep the messages and do the partial refund provided the buyer accepts that. As long as its documented in ebay messages and the partial PP refund, they should be good.
Most buyers are normal and really don't look for a way to scam people.
Now if it was a quantity of 2 IPhones, well, that's a diffrent story.
