ok, so buyer purchased an item. I shipped and it never got scanned as delivered but contact with post office shows item last scanned a mile from buyers house. The post office said they hired extra help and the item most likely got delivered but they just didn't scan at delivery. I have never in all these years had a package lost in transit. Ok so to just not cause any problems, I bit the bullet and mailed out another 55 dollar item but this time I put delivery conformation that they had to sign for it on delivery. I watched the tracking and three days later, the second item shows it was delivered and signed for. They buyer is once again claiming they never got the package. I feel I have been scammed again now to the tune of 110.00 dollars. Something smells fishy. As a seller it appears Ebay doesn't really worry about the seller only the buyer. What do I do.

Timberghost, you are under no obligation to compensate a buyer simply because they claimed they did not receive it when there is online-viewable delivery confirmation from tracking. I can see why you sent the first replacement, I would have done the same, but unless the buyer opens an Item Not Received, technically you need not act until they do. In this case, I would point out to the buyer that the tracking shows delivery and ask them if they have checked with their neighbors. Can you read who signed and does it name the recipient? Show concern to the buyer, but do not send another or refund. Do not fear getting a nuetral or negative feedback--you can deal with that if it happens. If you really want to go the extra mile, you could phone their post office and inquire what information they can give you regarding the delivery so you can assist the buyer.
My one concern is that you sent a replacement, but were you able to update the tracking for it in your Seller Hub/ My eBay on the listing? If the old tracking still shows, it is possible they could open an Item Not Received case.

Has the buyer filed an INR? Don't voluntarily refund this just because your buyer says they want a refund.
What has the buyer done? Just emailed you or is there a claim in place?

Not that I know of, just contacting me claiming items never made it to them. Thanks for your help. I have been with ebay since 1998 and have only had 1 person scam me in all these years, but this one is way over board.

As far as ebay is concerned, there's nothing to see here. Tracking confirms delivery.
Maybe the buyer thinks you're a sucker because you keep mailing items out to him/her, and hopes they can get you to do it a third time. Just a thought.

Thank you, I will contact their post office Monday and have sent them the delivery confirmation, and yes I did update the new tracking number (thank goodness). I am the kind of seller that as soon as they pay, I leave them positive feedback since I feel they have fulfilled their obligation, think from now on I will wait till all the dust settles. I find now eBay is asking buyers to wait 8 days after they put in the INR as mail is very slow. Not too many robots now so if you get an email send them all your info. I think eBay is getting the drift of buyer`s INR scams.

That can change at any moment, so you need to always keep your eyes wide open.
Since no claim has been opened, I would simply respond that the tracking shows delivered to the updated address they provided. Or that it is still in it's way, whichever is appropriate. Go to USPS and call up the tracking number. Sign up for email updates as it moves along. Save the last one you get that shows delivered for your records. Just in case you need it at some future date.
Beyond that, just wait. If they do file a claim at some point. Come on back and let us know. Let us help you through it before you respond.

Asking and requiring are two different animals. Buyers can open an INR whenever they choose. They just can't win one until it is actually late.
What do you mean by "not too many robots now..."? What does that mean?
