So about 9 days ago an international buyer using a reshipper bought an item from me. eBay shows it ok to ship but I happened to notice a hold on the payment in Paypal so I waited. Three hours after I noticed the hold (and many more hours since the hold was placed) I get an email from PP telling me not to ship because the buyer is not US registered with PP and there may be fraud on the account.
I go into the PP case and selected the option to refund since I hadn't shipped. eBay *still* shows it as an overdue item and the case is still open in PP being "reviewed". What's to review? I refunded.
I contacted the buyer when I first saw the hold and just yesterday, a full 8 days later, he sent a nasty message asking why I hadn't shipped.
I explained what happened and he responded "cancel my sale then". Um, I tried. I hate that I'll have to make the call to PP and sit on hold over something so stupid.
Also, I have had several incidents lately where eBay shows an item under "print labels and ship" but shows the status as "awaiting payment" and payment shows cleared in PP. Eek!

Fwiw, I think the current procedure requires any full refund be made thru the ebay resolution center. A full refund directly via Paypal will generate an out of stock defect.

Over the last several months I have made full refunds to 2 different buyers directly through pay pal. I really expected them to show as defects on my dashboard but even months later I have no defects over these 2 refunds. Maybe if you issue a direct refund through pay pal with no case having been opened through ebay you don't get defects?

My guess is that the system is inconsistent (likely) or may just take extra time for them to show up. Triton has been pretty clear in posting here that the official policy is that a full paypal refund without a corresponding action on ebay to cover it (order cancellation or request / case) generates an out of stock defect. It's even recommended that when issuing a partial refund thru paypal that an explanation must be included in ebay messages to avoid an OSS defect. Pretty much everything must run thru ebay if there is any seller action involving the payment.

I'm guessing they wanted to review the transaction to see IF there was fraud on the account...........and did not want you to ship before the review was completed.
If that's the situation.....canceling was not a good idea at that point. Once you canceled, they probably deep 6ed the transaction and didn't follow thru to investigate it. Your buyer may/may not know of the problem/refund.....or he may be a scammer that is trying to get you to ship.
At this point, I think you are going to have to call ebay and find out where you stand on the defect/OS issue. As others have said, a direct, total refund from paypal is usually treated as OS.
For the future, I wouldn't do anything about this kind of stuff without talking to paypal and probably ebay......it may seem like a pain.........but could avoid a larger pain later.......

Neither was refunding. If PayPal is actively reviewing the transaction, just sit tight. If they decide to roll it back, they're quite capable of clawing back the funds; you would not need to refund. If they decide that it's okay after all, then you've still got the funds and can continue with the shipment.

It wouldn't let me cancel sale or do anything in eBay. It said a PP case was open.

The case showed "action required from seller" and then my options were to add tracking or state that I hadn't shipped and refund. That's all I was offered.
I guess I better call them both today. yay me!
