The garbage sent to me by the buyer
The buyer asked me for a partial refund, saying that one corner of the Pokemon box arrived with a slight dent, but we informed on the product page that "The Pokemon box is a simple packaging material to protect the card inside, so we cannot approve a refund or exchange because the Pokemon outer box is slightly crushed."
However, since the buyer had initiated a return request, we approved the return by providing a FedEx return label.
Yesterday, when I opened the package that arrived, I found only leftover trash from opened Pokémon boxes. Furthermore, except for the good rare cards from Pokemon Box.
I asked eBay customer center, but they only answer that it is a principle that a refund must be made under eBay regulations.
We filmed the video even before we opened the box, and we have clear evidence that he sent us trash.
Is there no other way but to give a refund as eBay said?
It's so absurd and unfair..

Never call ebay if you don't already know this. Go to the Ebay for Business Facebook page and message all your proof to them. Videos or whatever. You should also try to find out the weight of the page they sent you back. You would have proof of the weight of the package you shipped them. With all the cards removed the weight would not be right on the package they shipped back to you. I think you can get that from the USPS tracking number somehow. I would tell ebay there is no way they sent back the same package when there is such a weight difference.

Numerous sellers in the past have stated that ebay will not look at or consider the OPs photo or video evidence in a case like this. We don't know for sure that's how the box was sent and that's how the box arrived ... and neither does ebay. The seller claims on thing, the buyer claims another, He said/she said. Ebay will almost always find in favor of the buyer.

As you are discovering there's no reason to not have at least buyer pays Returns on your items because they can force a free return by saying it's not as described. Just because they forced you to return the item for free does not mean you had free returns set up. But like I said you do not have to have free returns to get the 50% refund protection a you can have buyer pays returns (which means they pay for shipping back if they admit it is a remorse return). Having no returns makes you more of a target for fraud like this. I will say I don't know how the rules are different for you being in Korea versus being in the USA regarding these seller protections.
If you lost more than like $500 on all of this then I would keep trying to figure out how to get law enforcement involved even if it's an overseas transaction. Ebay May side with you if you can prove that some sort of case was open to investigate this. If you can't get your money back then make sure to write off the loss on your taxes and always price in these kind of scammers/Thieves into your business model like everyone else that sells either online or brick and mortar.

reviewing the photos, I do see issues that raise questions.
first photo has markings on the inside of the left lid.
the photos after return do not show those markings.

I don't get many returns, but I have started doing the following and haven't had an issue:
1. Get a receipt from the Post Office when you drop packages off...it shows the EXACT weight each package was on their scale. I keep receipts for 30 days to line up with ebay's return window.
2. For suspicious/expensive item returns I always state that I am going to open the package at the post office in front of a USPS employee (mail fraud is a FEDERAL crime). I then put a hold on my mail (doesn't cost anything) and pick the return up at the post office when I see it's been delivered and open it there.
