Buyers don't have to send pictures to sellers.
When the buyer opens a "not as described" return request, you MUST respond and you have 2 options:
1. Accept the return by paying for a return shipping label and refunding the buyer upon receiving the return of the item
2. Issue a refund without requiring the buyer to return it.
You did neither of the above so the buyer asked ebay to step in. Ebay closed the case, issued the buyer a refund (from your money) and restricted you because you didn't do the right thing.

This is just a chat forum. Get a hold of an ebay rep through fb or twitter and see what you can do. You may try the help here and might be able to have someone call you, i don't know if your restriction would do anything to that option.

This is why dropshipping from China doesn't work. The products are garbage, your margins are tiny and it only takes one bad item to wipe out the proceeds from many, many sales.
You also sold fake Queen Elizabeth Barbies, wait until those refund requests start rolling in. It is extremely unlikely that they will ever let you sell on ebay again.

the buyer is not required to send you more pictures and you`re waiting for them was your downfall
you are required to respond to a problem and you chose not to do so
meanwhile the clock ran out on you
next time you get a claim you need to be pro active

No one here has the authority to re instate your account. That is something you need work out with Ebay. Given what I've read and viewed my thoughts are the restriction is more than likely permanent. As others have posted drop shipping is a very risky business platform and this is the end result.

Nobody mentioned the police lights he is selling in the original post. You cannot sell police lights for vehicles.
Only sellers in China are permitted to sell police lights. You need to go to China and get the police lights with the thinnest wire that sure to burn your car down and pump this country full of them with free postage. Thats the only way you can sell police lights.
Dropshippers are the scum of the earth. Find REAL items. Offer REAL deals. Don’t LIE and offer someone elses deal so you can make eleven cents. Then you share customer data with a 3rd party to get that eleven cents. Good Riddance!

They are done selling. This chat forum knows enough to know contacting eBay is useless. The restriction is not temporary. eBay has removed all their listings including the ones they already sold.
The thing that bugs me is Sri Lanka never buys items from US sellers. All the buying feedback I've checked on when they come here is from China sellers. They don't patronize us in the U.S but they want our help when there's a problem. Funny that it works out like that.
