Okay, been selling on eBay a LOOOOONG time. Getting into heavier volume now and on my next Performance Review coming up on the 20th I will be put into the Top Level Rated Seller program and am looking forward to the 10% reduction in Final Value Fees.
That said. I'd like to list some higher value item now. If I am in fact upgraded to Top Rated Seller status will the reduced FVF apply to any auction that ends after the 20th (my review date) or will it only apply to NEW Listings that are started after my upgrade to Top Rated Seller status??
Any thoughts welcome as I cannot find reference to this in eBay lit.

The FVF credit applies to items that are listed after you become a TRS, and to fixed price listings that roll over on their renewal date after you become a TRS.
The listing must also meet the additional criteria for TR-Plus, i.e., 1-day handling and free returns. Details here, including a few category exceptions:

Meeting the requirements as @nobody*s_perfect described,
If the item qualifies then after the sale go to the Order --> --> View Payment Details --> Transaction Details
From there it will state how much you saved on FVF

Can I ask what is FVF? And how FVF affect to the Top Rated Seller level?

FVF - Final Value Fee. What ebay charges you on the sale + shipping price. As a Top Rated Plus Seller you are eligible for a 10% discount on said fees.

TR-Plus is a listing status, not a seller status.
If a Top Rated Seller's listing doesn't meet the TR-Plus criteria (free returns etc.) then they will not get the FVF credit. A TRS might have some listings which qualify for TR-Plus while others don't; for instance, the seller might choose not to offer free returns on some items.

If you intend to keep this policy, your listings will not qualify:
"Seller does not offer returns."

Meeting eBay requirements for this perk just makes me feel I work for eBay! Sometimes I have the so called "top seller" ribbon logo and then I don't. A roller coaster ride! I don't care anymore about my status. Too much micro seller on eBay's side and not enough seller support. My shoppers can review my listings and feedback and decide if they want to ask questions and buy from me.
You have to draw a line on your time spent on eBay and your personal life. Does eBay care if you leave? Probably not.
Just do your thing that you are comfortable with and have a balanced life.
