I had three items sell to one buyer, one transaction/order number. The buyer messaged me asking if he could do local pickup instead of shipping the items. Due to holding a few items, at buyers request, I had tracking not uploaded in time defect strikes already and knew I couldnt get anymore if I wanted to hit top rated plus. I called ebay, explained the situation and they told me to go ahead with local pickup as they noted it was a buyer request and shouldnt could as a defect. After my seller evaluation date I noticed it counted as 3 defects. I had a reference number for my conversation and after 10 hours of agents saying they made an appeal (but didnt), I finally got an agent who made one. The appeal team emailed me saying the defect was removed but they only did it to one item, not all 3 in the transaction, so I didnt hit top rated plus this month. I have now spent another 6 hours bouncing around agents, calls and emails to no avail. They keep saying they understanding and will make it a priority to fix but then nothing happens. It has now been 3 weeks of promises with no resolution and refusals to speak to a manager to push it along. It has cost me thousands in fees due to ebays own advice that I took. I now know not to listen to a rep but is there anything I can do to get this resolved?

In the future ship your items when the listing is set up for shipping. The strikes are there to help you remember to do this.

Top Rated Plus discount is 10 percent discount on final value fees. You don't appear to have anywhere near the $80,000 in sales in the last 30 days that it would take for this to cost you $1000 dollars.
In fact if you do everything right then I think you will be top rated plus again in a few more weeks.
Or are you saying this knocked you to below standard.

If you haven't already, try contacting cs on ebay for business Facebook page. You can send a private message.
Although I understand your frustration, I am curious as to how this is costing you thousands in fees.
