Why is there still no request total from seller button, on a mobile device? Can eBay come up with a good answer as to why we still have to have this problem?

No, that does not work. If the items are in a variation listing, it works. That is the only way. I have set it up in my business policies for the US where every item's shipping is $5.00(+$0.00 for each item). It still makes my buyers pay for each item's shipping. Each and everyone of my items, including ones that surpass regular parcel weights, 1 lb+.

Alright, so I did some searching, and we can try this. If you go here, you might be able to use a combined shipping rule to help combine the items. I am going to see how it goes when I use this.
That still does not excuse eBay's negligence. They should still put a request total button on the app. Some buyers use gift cards, and I am finding out that refunds do not seem to be returning to gift cards according to one customer--> This is pending that the customer resolves the issue, so just like eBay's cellphone app, it is still a mystery.

I have to disagree with you. Most of my items are not variation listings and as long as the buyers put all of their items in their shopping cart and make one payment, eBay will AUTOMATICALLY combine shipping for the buyer based on the business policies I assigned the items purchased. I have about half dozen different policies and will assign one of them to each item depending on the weight of the item.

Well thats great! But I have tried this, and I have tried that. Nothing seems to work and so have other sellers ran into the same problems. But you only sell collector cards- nothing else. I have alot more diversity of items. Maybe its your subscription? But whatever your doing, instead tell people how "eBay will AUTOMATICALLY combine shipping for the buyer based on the business policies I assigned the items purchased."
Cause many suggestions I've tried. Its back to drawing board. Disagree all you want, but I think you might have an apples to oranges comparison here- no offense.
